Code for America is looking for a talented Associate Director of Program Compliance who will support the contracting process and compliance foundation necessary for the government partnerships that unlock the organization's social impact.
The role will ensure that we: 
Negotiate government contracts, grants, and legal agreements that meet the needs of the organizationGrow our government revenue to ensure financial sustainability Improve our operations and become more efficient at managing contracts and staying compliant About the Role: The Associate Director of Program Compliance plays a pivotal role in ensuring that we have the contracts and business processes in place to unlock sustainable, mission-driven revenue and impact. The role shepherds the review, negotiation, execution, and administration of a variety of contracts and legal agreements, with an emphasis on governmental ones. The role will lead the setup of new and improved processes and procedures to collaborate cross-functionally and to ensure compliance with government contracts across staff and departments. The role will also support organizational growth initiatives and lobbying compliance efforts.
This role demands not only a deep understanding of compliance and contract negotiation of business terms, but also strategic thinking, strong communication skills, a mind for new processes and systems, and meticulous attention to detail.

This role will report to the Vice President of Growth and Partnerships and is expected to travel no more than ~10% of the time.
In this Position You Will:Ensure the smooth negotiation of new mission-aligned contracts:Serve as the primary point of contact for government and related contract negotiations and coordinate with partners, governments, internal staff, and legal counselManage the contract review process to a successful and timely completion, including: Preparing contract documentation for internal teams that identifies problems and proposes solutionsResolving complex compliance issues in a manner that supports our business and impact needsLiaising with internal departments to ensure agreements are in line with Code for America standards, financial and operational needs, and business strategiesManage, develop and implement standardized processes for government contract review to improve efficiency and consistencyMake recommendations to senior leadership regarding negotiations, appropriate risk controls, and tradeoffs Help Code for America remain compliant:Maintain an organized tracking system for all necessary compliance requirements for government-facing MOUs, data sharing agreements, earned revenue agreements, government grants, and contracts Proactively ensure end-to-end government contract compliance, reporting, and administration Maintain up-to-date registrations in relevant procurement systems and government contract vehiclesMonitor progress against government agreements; identify risks in complying with agreement terms and troubleshoot issues accordingly Support our growth and innovation:Proactively develop and implement new systems, policies, operational processes, systems and approaches to streamline operations and improve compliance, including via collaboration with Program, Finance, Operations, and HR staff Elevate programmatic areas of flexibility and constraints within the contracts and legal agreements; collaborate with leadership to mitigate these barriers Identify, research, and vet new contracting vehicles and procurement routesDevelop, manage and monitor CfA's lobbying program (following completion of lobbying training that CfA will sponsor)Staff coordination, training, and guidance:Ensure staff are adequately trained organizationally on security and privacy, lobbying, and project-specific background checksProvide staff with other training and guidance as needed to ensure compliance & other duties as assignedAbout You:8+ years of experience in contract management, contract administration, contract compliance, and/or grants managementSignificant experience with coordinating and negotiating business terms for government contracts and grants Familiarity with contractual language, agreement types, standards, and terminologyAbility to negotiate business elements of contracts with an appropriate level of judgment, including ability to identify, analyze, and suggest solutions for contractual and compliance risks and concernsAbility to understand business context and think strategically, make recommendations, and identify trade-offs and short term vs. long term risks and benefitsExperience with contracts and compliance requirementsExcellent written and verbal communication skills; ability to clearly explain complex concepts and ideas Strong organizational skillsMindset for operations; ability to develop new processes and/or improve existing onesProject management skills, including the ability to juggle multiple competing prioritiesCross-functional collaboration, including the ability to communicate and understand other perspectives It's a Bonus if You Have:Prior experience with government contractsRegulatory knowledge Knowledge of technology and intellectual propertyExperience with compliance training and awareness effortsNonprofit or philanthropic experienceProfessional certifications such as Certified Compliance & Ethics Professional (CCEP), Certified Grants Management Specialist (CGMS), Project Management Professional (PMP), International Compliance Association (ICA) certification, etc.What You'll GetCode for America's salary bands are transparent as a part of our commitment to diversity, equity, and inclusion. Offer targets vary based on market / geographic location. The target offer numbers for this role range from $108,503 to $132,825, annually.
