The Greater Cleveland Regional Transit Authority (GCRTA) is looking for an experienced and talented Business Operations Administrator.

Detailed Description Assist / Support the Operations Division District Director/Manager by improving resource allocation of the Authority's operating and capital resources through effective budget development and Project Management methods. Oversee departmental expenditures, ensuring alignment with the budget. Conduct comprehensive financial analysis of authority operations and contributes to special projects. Collaborate with the Director/Manager to provide strategic and organizational leadership and consultancy services for the District. Take charge of the District's performance management, monitoring, and reporting initiatives. Administer and monitor analytical and managerial applications and functions, working closely with the other departments as required. Evaluate contractor submissions for compliance, review pending contract solicitations and purchases for potential vendors. Provide administrative assistance as needed. Conduct field audits as necessary to enhance safety compliance and controls within the District. Promote a safe and secure atmosphere, strictly adhering to safety and security protocols, and execute other assigned duties.



Job Requirements Applicant must have an associate degree or a two-year college or technical school certification or degree. Applicants must have a minimum of 5+ years of work experience in Finance, Business Administration, Public Administration, or related field. In lieu of an Associates degree, an additional 4 years of verifiable work experience in Finance, Business Administration, Public Administration, or related field will be acceptable. Applicants must have at least two years of experience with financial management and performance analysis and budgeting principles such as developing budgets, preparing various forecasting expenditures, developing / maintain financial statements and monitoring and analyzing operational performance. Maintenance and/or Project Management experience required. Applicants must have excellent oral and written communication skills and must be familiar with PC and MS office suite environment, including proficiency in using spreadsheet, written and presentation software to perform and present financial analysis, and knowledge of Management information systems report writing tools and data. Manage organizational vendor contracts. Applicants must be willing to work on and off shift hours, weekends, and split shifts to provide 24-hour coverage as needed.

The working conditions described below are representative of those an employee encounters while performing the essential functions of the job. The nature of the financial performance, and analytical work may require daily work hours more than eight hours and may also require availability on weekends.


Environmental Conditions:
This person will split time between the office and the field, a railroad rail transit alignment. They will be required to walk on uneven ground, steep slopes, and step over material in the performance of field audits. They will be exposed to all types of weather that occur in the Cleveland, Ohio area. They will also be required to attend meetings and the like at external locations and be subject to weather, terrain, transportation, etc.


Physical Demands:
While performing the duties of the job, the employee is regularly required to lift, walk, climb, and move over uneven surfaces, this could be performed for up to 8 hours a day. The employee must be capable of lifting 20lbs and carrying this load for distances of up to 100 yards. The employee may be required to sit and work at a computer video display terminal for more than 8 hours a day. The employee will be required to work irregular work schedules. This position is on call, 24 hours a day, 7 days a week, 365 days a year. The employee will be required to speak, see, and hear. The employee will be required to bend and kneel in the performance of their duties.


Mental Demands:
Reading, watching, studying, observing, focused listening, auditing, inspecting, proofreading, and evaluating. Ability to receive, analyze and give information, formulate work plans, prepare written materials, and articulate goals and action plans. Ability to communicate effectively (verbal and written): develop and interpret policy, procedures, and data: maintain emotional control under stress.


Selection Process: This is a non-bargaining exempt level position. Merit system rules do not apply. No Eligible list will be established. The selection process will include one or more components to demonstrate applicants' knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.
