Job Responsibility:
Position Summary
Working under the CFO, provides day-to-day oversight of the cash, debt, and investment activities of the Pueblo and its business enterprises. Acts as the lead point of contact between the Pueblo and the investment advisors and managers. Takes lead of the Hedge Fund Portfolio, working with the Advisor and CFO to make recommendations for investments. Monitors and evaluates performance of investments and prepares recommendations when appropriate. Maintains a cash structure for Tier 3 to meet the cash needs of the operations. Assists with the Pueblo's strategic plans by incorporating the investment structure with other aspects of planning.
Supervisory Responsibility
Reports directly to the Chief Financial Officer.
Major Duties & Responsibilities
Operates with integrity and the highest ethical standards in promoting best practices.
Communicates with Senior Investment Manager concerning investment transactions and decisions.
Evaluates and recommends changes to Hedge Fund Portfolio.
Prepares and maintains an ongoing cash flow model detailing inflows and outflows of cash.
Prepares transfers of funds necessary to maintain adequate balances.
Supervises and manages daily cash processes.
Communicates regularly with the Chief Financial Officer and Finance Director.
Monitors major investment markets and discusses with Investment Advisors.
Maintains knowledge of the market environment through research.
Monitors Investment Advisor and Manager performance relative to Investment Policies.
Initiates annual reviews of investment Managers' performance.
Coordinates activities of the Investment Committee.
Prepares or reviews reconciliations of investment account statements monthly.
Assists in the analysis of investment opportunities and debt financing.
Prepares monthly investment account reconciliations.
Prepares journal entries relating to investment activity.
Ensures compliance with GAAP and Tribal accounting procedures.
Analyzes and monitors debt compliance.
Prepares documents and disclosures for the annual audit.
Assists in conducting requests for proposal for investment management services.
Performs additional duties as necessary.

Advanced computer skills including Microsoft Word and Excel.
Ability and willingness to work odd hours when needed.

Minimum Qualifications, Education & Experience
Required:
Bachelor's degree in Accounting, Finance or related field from an accredited college or university.
Ten (10) years' experience directly related to the position duties.
Must possess and maintain a valid New Mexico Driver's License.
Preferred:
Master's Degree.
Certified Treasury Professional (CTP) or Chartered Financial Analyst (CFA) Certification.
Experience utilizing investment research tools, such as Bloomberg.
Licensing Requirements
Must pass a stringent background investigation.
Will require post-offer, pre-employment, and random drug screening.
Working Conditions
Work is normally performed in a typical office environment.
Office environment may consist of cubicles in close proximity to co-workers.
Work may require extended periods of sitting.

No or very limited exposure to physical risk.
