DPP is seeking a Business Analyst to serve as a Project Lead for an opportunity in Columbia, SC.
Work arrangement:
Hybrid; up to 50% remote with permission of site supervisor
W2 position; 12 months with possibility of extension
Position description:
The Business Analyst is a highly motivated individual with advanced experience and extensive skills in Business and Data Analysis and software development.
The BA plays a key role in the development of a Data Quality Plan that supports the data quality, data governance and data management requirements of the state's Comprehensive Child Welfare Information System (CCWIS), Child and Adult Protective Services System (CAPSS) and the agency.
Responsibilities include:
Developing bi-directional interfaces with eternal stakeholders through web portals that connect to the state's CCWIS.
Assisting in the planning and system design to implement the new CCWIS and Federal requirements.
Assisting with ongoing maintenance and operations of the state's CCWIS and CAPSS.
Acting as a technical liaison between the agency and external partners on technical projects related to data exchanges and interfaces.

Required knowledge, skills, and abilities:
8+ years' experience developing data-driven applications utilizing significant relational database engines as part of the overall application architecture.
8+ years' experience building Windows/web-based software systems, utilizing n-tier architecture, dynamic content, highly scalable approaches, and complex security models and simulations.
Knowledge of Microsoft operating systems and at least two application, database, messaging, or web-server systems.
Successful design and implementation of multiple software components and subsystems.
Ability to communicate the design and implementation of software systems, including relevant strengths and weaknesses and reasons for implementation decisions.
Ability to communicate (orally and written) effectively with technical, non-technical staff, and customers and stakeholders as needed or directed.
Ability to communicate effectively with the agency and other state information technology staff.
Preferred KSAs:
Preference will be given to experience related to Child Welfare or Human Services system knowledge of the SACWIS/CCWIS requirements and objectives.
Candidate must be able to communicate clearly with the development team, project staff, and the user community.
Strong project skills.
Self-starter.
Experience with Agile software development is a plus.
Minimal management required.
