Annual Salary: Level I F14A $41,549.25+ Full state benefits Level II F14B $44,665.44+ Full state benefits Level III F14C $49,131.98 + Full state benefits Minimum Qualifications Contracting and Acquisition Agent I Education and Experience requirements at this level consist of three (3) years technical clerical work; or an equivalent combination of education and experience. Contracting and Acquisition Agent II Education and Experience requirements at this level consist of three (3) years technical clerical work plus one (1) year of experience involving contracting and purchasing; or an equivalent combination of education and experience, substitution is only allowed for the three years of technical clerical experience. Note: Experience should include the following procedures: sending out invitations to bid and making telephone bids, evaluating bids or telephone price quotes, awarding contracts and/or issuing purchase orders, working with users and understanding their needs and requirements and assuming the responsibility for the correct evaluation and determination of bids and proposals. Job Responsibilities: Serves as a liaison between Child Welfare Services and the Finance division of OKDHS. Performs contract administration, which includes monitoring contractor compliance with contract specifications, monitoring contractor expenditures, and reviewing claims.Drafts and reviews specifications and requisitions developed by Child Welfare Services and determines method of acquisition or purchase. Makes recommendations to management concerning products and services and available sources of supply.Reviews proposed contracts, provide direction and guidance to program and field personnel in the preparation of contracts regarding appropriate contracting guidelines and procedures.Assists in determining appropriate funding sources, encumber funds and prepare finalized contract for approval by Child Welfare Director and Agency Director.Review and audit claims submitted for CWS federal grants and contracts to ensure contract, state and federal compliance. Research and analyze areas of non-compliance and direct staff and statewide contractors of required changes. Reviews and processes invoices and other fiscal documents for payment, reconciles various financial reports and other data concerning fiscal operations.
