Summary The Office of the Inspector General (OIG) provides oversight of USAID, the Millennium Challenge Corporation (MCC), the African Development Foundation (ADF), and the Inter-American Foundation (IAF). USAID OIG conducts audits, inspections, evaluations, and investigations of these organizations' programs, operations, and personnel, and makes recommendations to promote economy, efficiency, and effectiveness and prevent and detect waste, fraud, and abuse.

Duties The Deputy Inspector General is responsible for assisting the Inspector General (IG) in providing the overall direction and management of the Office of Inspector General (OIG) of the United States Agency for International Development (USAID). The Inspector General Act (as amended) requires the OIG to perform audits and investigations to help prevent and detect fraud, waste, and abuse in the USAID's programs and operations and to help improve the economy, efficiency, and effectiveness of foreign assistance programs and operations. The Deputy Inspector General assists the Inspector General in the oversight of all core OIG functions and is Acting Inspector General in the IG's absence.

Specific responsibilities for this position include the following:

Helps develop and execute the OIG's organizational strategy as it relates to conducting audits and investigations to detect and prevent fraud, waste, and abuse in programs and operations for the agencies that the OIG oversees. Helps develop and execute OIG's organizational strategy as it relates to effectively and efficiently administering and managing OIG resources. Oversees the offices of audit, investigations, management operations, and general counsel to ensure compliance with applicable laws, regulations, standards, and procedures. Oversees the quality of audits, investigations, and operations through product reviews to ensure the accuracy, sophistication, depth, and messaging of the Agency's work. Supervises the performance of the OIG's senior staff including the Assistant Inspector Generals for: Audit; Investigations; Management; General Counsel, Chief of Staff, and Senior Advisor for International Partnerships. Recommends and advances the development of activities designed to reflect the values and ideals of a high performing organization. United States Citizenship is required. The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978. Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period. Successful completion of a background investigation commensurate with the risk and sensitivity level of the position. Successful completion of pre-employment and random drug testing may be required. This position requires the incumbent to successfully obtain and maintain a top secret/SCI clearance. Travel to overseas and domestic locations is required. Qualifications To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below. MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.

MTQ 1 – Expert knowledge of professional audit and/or investigative standards as applied to complex programmatic and operational audits and evaluations, and/or criminal, civil and administrative investigations, contract grant fraud, other white collar crimes including employee ethics violations and federal regulatory violations. Significant experience reviewing and improving audit and investigative work products required.

MTQ 2 – Demonstrated ability inspiring innovative business practices that have improved the efficiency and effectiveness of operations, work processes, products, and workforce engagement.

EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of "ineligible". When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per ECQ, and address each ECQ separately.

ECQ 1 – Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.

ECQ 2- Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals.

ECQ 3 – Results Driven: The ability to meet organizational goals and customer expectations.

ECQ 4 – Business Acumen: The ability to manage human, financial, and information resources strategically.

ECQ 5 – Building Coalitions/Communications: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Additionally, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions. Qualifications Approval and Probationary Period Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
