BLH Technologies, Inc., an award-winning company specializing in public health, communications, technology, research, and management solutions for federal and commercial clients, seeks an experienced and highly qualified Director of Contracts.



Responsibilities Oversee a portfolio of complex contract matters as a member of a business unit leadership team, providing strategic advice and counsel on all capture, growth, contractual, and procurement-related items. Working closely with the President and CEO, VP of Finance, Chief Growth Officer, and other senior executives, review and resolve issues affecting company compliance and ensure the satisfaction of legal requirements and company and customer objectives. Develop and lead implementation of customer engagement strategies in support of developing contract growth opportunities. Manage and provide leadership for contracts function responsibilities including but not limited to proposal preparation (opportunity shaping, RFP reviews, advising on technical risk mitigations, developing OCI mitigation plans, and reviewing costs volumes) and assessment of terms and conditions to ensure the corporation is protected from unusual risk. Provide guidance to management on contractual and business issues, including risk/benefit analysis. Negotiate federal government contracts, including teaming, non-disclosure, and subcontract agreements. Work in partnership with company leaders to drive performance standards, culminating in excellent CPARs and achievement of company goals. Provide strategic guidance to capture teams on highly complex bids. Qualifications Bachelor's degree plus 15 years of relevant experience, 10 years with a Master's degree, or 5 years with a JD degree. Demonstrated experience leading contracts teams supporting a wide range of contract types and customers. Detailed knowledge of organizational conflict of interest mitigation plans, teaming and subcontract agreements, and other contract artifacts. Experience with the development and negotiation of large, highly complex bids. An in-depth knowledge of federal government contracting including applicable federal acquisition regulations. Strong writing, time management skills, and attention to detail and organization. Ability to support growth strategies in competitive environments. Superior interpersonal skills and the ability to relate to employees and management at all levels. Highly adaptable to change; ability to work independently and collaboratively.
