The Cook County Department of Enterprise Technology seeks a Director of
Enterprise Systems Architecture to define and communicate the vision of the
Information Technology (IT) architecture strategy, which supports the County's
business strategies. Facilitates the creation, adoption and maintenance of standards
and IT policies with cross-county IT leadership and subject matter experts to build a
holistic view of the organization's strategy, processes, and information technology
assets.

Located in the Loop District of downtown Chicago, one of the most formidable business districts in the world, the area

by multiple bus and train lines for public transportation from the suburbs to the city, taxis are plentiful, public parking

ROLE SUMMARY
The Director of Enterprise Systems Architecture defines and communicates the vision of the Information Technology
(IT) architecture strategy, which supports the County's business strategies. Provides technical architectural leadership
and collaborates with County bureaus and offices. Develops/creates roadmaps describing the evolution of all enterprise
solution portfolios from their current to future states. Develops a technical architecture that meets the County's
business needs and provides the most efficient and secure IT environment possible. Facilitates the creation, adoption
and maintenance of standards and IT policies with cross-county IT leadership and subject matter experts to build a
holistic view of the organization's strategy, processes, and information technology assets.
KEY RESPONSIBILITIES AND DUTIES:
Develops and implements an Enterprise Architecture governance process. Manages a team of architects. Develops technical architecture that meets the County's business needs and provides the most efficient and secure IT environment. Leads strategic technological planning to support the County's goals by prioritizing technology initiatives and coordinating the evaluation, deployment and management of current and future technologies.
Builds and manages road maps describing the evolution of all enterprise solution portfolios from their current to future states and manages the evolution for transition for all projects. Consults with application or infrastructure development projects to harmonize systems or infrastructure with the Enterprise Systems Architecture and identifies or modifies the solution architecture to accommodate project needs. Leads an IT standards working group. Designs complex enterprise solutions delivering technical strategies and full life-cycle implementations in support of business objectives. Defines metrics to measure and demonstrate ESA value. Documents via architectural models to show how the current and future needs of the organization will be met in an efficient, sustainable, agile and adaptable manner. Serves as SME for technology-related issues including architecture, platform methods and tools. Understands and advocates the principles of business and IT strategies as well as the EA development and services delivery. Communicates the EA process, outcomes and all ongoing results. Explains educational activities needed to ensure successful ESA utilization. Incorporates best practices for implementing security measures to protect data when developing architectural designs with emphasis at the network and application layers. Participates in CISO working group.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of contemporary system integration tools and techniques. Ability to translate complex, multi-layered business requirements into technology solutions. Ability to establish excellent working relationships with individuals inside and outside of County government at the executive, technical, managerial and supervisory levels. Ability to comprehend/understand long-term and short-term perspectives of situations. Skill estimating the financial impact of ESA and individual solution architecture alternatives. Ability to incorporate best practices when implementing security measures to protect data during the development and implementation of architectural designs with emphasis on network and/or application layers.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a Bachelor's degree in Computer Science, Information
Technology, or a related field, PLUS a minimum of five (5) years of work experience in the design and implementation
of Information Technology OR equivalent combination of professional work experience, training and education.
PREFERRED QUALIFICATIONS:
Experience in two of the following disciplines: Enterprise Architecture, Application Development; Network Design;
Middleware; Servers and Storage; or Database Management.
PHYSICAL REQUIREMENTS:
Light Work
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible
amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be
only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant
degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace
while constantly pushing or pulling materials even though the weight of the materials is negligible.

EMPLOYMENT TERMS
POST OFFER TESTING: This position requires successful completion of post-offer tests, which may include a

RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order and the Cook County Personnel Rules, this position is exempt from the County's career service rules, is at-will and political reasons
or factors may be considered when taking any employment action. As an employee in a Shakman Exempt Position, if
you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency
within Cook County.
