This position is located in the Baton Rouge office of Disability Determinations Services.


This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.



Individuals selected for positions with the Disability Determination Service (DDS) will go through a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems. Your conditional job offer and access to Social Security Administration's (SSA's) systems, data, information, and/or premises are contingent upon you passing the SSA suitability process.



Note: This covers the preliminary screening (pre-screen) and the final background adjudication stage of the suitability process.



No Civil Service test score is required in order to be considered for this vacancy.

Minimum Qualifications MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in disability determinations.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: counseling, social work, psychology, economics, business, public administration, or health administration.

A master's degree in the above fields will substitute for one year of the required experience.

A Juris Doctorate will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in the above fields will substitute for two years of the required experience.

Graduate training will substitute for a maximum of two years of the required experience.

NOTE:
Any college hours or degree must be from an accredited college or university.

Job Concepts FUNCTION OF WORK:
To manage programmatic research, analysis, policy management and/or programmatic support activities related to social services programs for disability claims.


LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from a Disability Determinations Manager 2 or equivalent level position. May receive supervision from higher-level personnel.

SUPERVISION EXERCISED:
Direct over Disability Determinations Supervisors, Disability Determinations Consultants and/or equivalent level staff.

LOCATION OF WORK:
Department of Children and Family Services, Social Security Disability Determinations Division. Other locations may be approved by SCS.

JOB DISTINCTIONS:
Differs from Disability Determinations Supervisor by the presence of managerial responsibilities.
Differs from Disability Determinations Manager 2 by the absence of multiple, moderately complex program activities.

Recommends changes, and participates in, or supervises, the development of policies, procedures, manuals, and federally required state plans.
Evaluates and comments on federal regulations by determining their impact upon present program functions; responds in writing.
Participates in audits of assigned Disability Determinations programs by State and Federal agencies.
Identifies systems needs to support program policies.
Participates in the drafting of legislation related to Disability Determinations programs.
May represent a higher level manager or director, in his/her absence or as directed, at meetings, conferences, etc.
Assists in budget preparation.
Assists in carrying out rules and regulations with respect to policies, procedures and standards of service.
Prepares reports of factual statistical data in regard to caseloads, trends, workflow and other pertinent material.
Serves as arbitrator on programmatic issues and disputes associated in the application of program guidelines.
