DISTRICT DIRECTOR - BASIC NEEDS SUPPORT (GRANT FUNDED)City Colleges of Chicago's vision is to be recognized as the city's most accessible higher education engine of socioeconomic mobility and racial equity – empowering all Chicagoans to take part in building a stronger and more just city. The community college system's more than 3,500 faculty and staff serve more than 60,000 students annually at seven colleges and five satellite sites.
Wellness Centers at each campus are available to help students find community resources and public benefits to meet their basic needs, providing case management services to help students connect with social service agencies; emergency housing services, health care, and mental health resources; and public aid programs.
PRIMARY OBJECTIVE Reporting to the Executive Director- Student Wellness, the District Director - Basic Needs Support (Grant Funded) develops and executes district-wide programming and intervention strategies, creating and overseeing a basic needs framework to support the colleges' Wellness Centers intervention to support students with their basic needs (e.g. emergency housing, food pantries, employment support, child care, and public aid programs) as well as mental health services. Performs related duties as required.
ESSENTIAL DUTIES Designs CCC's comprehensive framework for Basic Needs supports and oversees the implementation and ongoing evaluation of these interventions.Creates, updates, and maintains CCC policies and procedures related to basic needs and mental health supports for students.Designs and implements outreach campaigns to raise awareness about available basic needs resources and ensures students are aware of how to access support.Develops and manages strategic partnerships with community-based organizations, city and state programs, and campus and district leadership to increase student access to basic needs services.Increases students' access to public benefits enrollment and supports colleges in implementing enrollment events.Creates district-wide basic needs programs and initiatives that increase awareness of and access to basic needs resources and supports the colleges in implementation of campus specific programming.Manages and prioritizes the needs of diverse internal and external stakeholders, ensuring alignment with project goals through clear communication and collaborative decision-making.Engages with campus leadership, Wellness Center leaders, CCC Foundation, faculty, and other stakeholders to develop and continuously improve CCC's response to student basic needs insecurity.Represents CCC on internal and external committees related to Basic Needs and Mental Health Supports.Designs CCC framework to respond to legislation related to basic needs and mental health ensuring compliance with all regulatory guidelines, legal requirements, and institutional policies, and serves as a liaison for CCC with legislative representatives to advocate for student basic needs and resources.Meets regularly with campus HOUSE liaisons and Benefits Navigators to ensure compliance with legislation.Plans and schedules professional development opportunities for faculty and staff to remain abreast of best practices in basic needs provision and mental health and psycho-social services, and for staff involved in delivering basic needs services to ensure high standards of service delivery.Identifies gaps in service delivery to marginalized students and develops strategies for increasing the accessibility and cultural competency of services.Maintains program website to include up-to-date information on accessing services and resource availability.Works in partnership with CCC Foundation and the CCC grant team to identify funding and resource opportunities to expand CCC's basic needs interventions.Oversees district-wide evaluation and data collection related to basic needs; analyzes data to inform best practices; and provides reporting and presentations in collaboration with Decision Support.Manages budgets related to basic needs.Supervises graduate school interns and student workers focused on basic needs supports.Works as a member of the district's Wellness team and the OSX department to support the grants, programs, strategic priorities, and initiatives of the department.Supports the Executive Director of Student Wellness with projects and other duties as required.REPORTING RELATIONSHIPS Reports To: Executive Director - Student Wellness

QUALIFICATIONS Master's Degree from an accredited college or university in Social Work (M.S.W.) OR a Master's Degree (M.A., M.S., M.Ed.) in Counseling/Psychology or another clinical mental health field.Must be currently licensed by the State of Illinois as a Clinical Social Worker (LCSW) or a Clinical Professional Counselor (LCPC).Five years of experience in social services and program development.Demonstrated professional experience in the provision of counseling services and basic needs programming.Experience developing and leading training programs and facilitating professional development on topics related to basic needs programming.Knowledge of community resources, service providers, and social service agencies.Knowledge and experience in data collection and analysis, and using data to inform practice.Excellent interpersonal, verbal, and written communication skills.Ability to work with and relate to a culturally diverse student body, faculty, and staff.Must be self-directed, innovative, and able to develop practical action programs for the continuous improvement of wellness services.Ability to handle situations with solid clinical judgment, tact, and diplomacy.Proficient in the use of Microsoft Office 365 (Word, Excel, PowerPoint, Outlook).Approved by Compensation Design & Strategy Date: December 13, 2024 WE OFFER: Excellent health and welfare benefit package and long-term savings and investment programs including 403(b) & 457(b) Investment Plans and a pension plan with the State University Retirement System (SURS) Plan.
