Details of the offer

The director must ensure that 911 Center employees respond to incoming calls promptly, ask the proper questions expeditiously to determine what resources to deploy, and then ensure that those resources are summoned to the correct location without delay. Under general direction, administers, plans, coordinates, and manages the operations and activities of the Columbus 911 Emergency Communications Center.
Responsibilities:

Develops and directs 911 Communications Center projects; supervises 911 Telecommunications and Radio operations.
Supervises assigned personnel.
Develop and/or recommend policy proposals/revisions.
Oversee disciplinary actions.
Oversee the daily operations of the 911 Communications Center and the allocation of personnel & resources.
Receives and evaluates complaints & suggestions from citizens, external sources, and employees.
Serves as the primary point of contact for industry partners that provide tools, equipment, training, and other resources.
Completes, reviews, and submits performance evaluations.
Participates in making decisions regarding recruitment, selection, and hiring of personnel.
Reports progress to the organization's executive team.
Oversees radio equipment issues (purchase recommendations, installation, inspection, maintenance, etc.).
Oversee, plan, and implement major programs and services for the organization.
Secures and maintains records of emergency calls received and dispatched. Formulates & submits recommended operating budget to the Chief of Police each fiscal year.
Presents information to civic groups, business organizations, etc. about 911 services.
Maximize employee adherence to policy, and respond to citizen/internal complaints.
Maintaining liaison with designated radio/CAD/other contracted providers of services utilized by the 911 Center.
Establishing/maintaining relationships with community utility service providers, police/fire/sheriff/EMS, and EMA departments in Columbus as well as nearby jurisdictions.
Make decisions that could lead to major community or organizational consequences. Perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.
Provides public safety communications and dispatching services for Police/Fire and EMS, as well as other public safety agencies in the area.
Provide efficient services using complex communications hardware and software.
Oversee numerous functions and staff.
Responsible for determining policies and procedures that will ensure the success of our operation.
Interact with senior managers, citizens, and elected officials regularly.
Ensure that the principles and objectives of the elected officials are implemented efficiently and effectively.
Establish policies for using, acquiring, and/or maintaining heavy or complex machinery.
Establish policies for using, acquiring, and/or maintaining technology systems.
Create and guide the implementation of capital improvement plans or programs.
Create plans for and guide the implementation of major construction projects.
Create plans for and guide the implementation of new technology systems.
Attends schools and seminars to remain informed of changes in legislation & Communications trends.
Attends training as required.
Performs other related duties as assigned or needed.
Qualifications:

Knowledge of both the state of Georgia and the City of Columbus, Georgia laws. Knowledge of Geographic Information Systems (GIS) or CAD concepts and functions. Skill in the use of Microsoft Windows, Excel, and Word or similar software. Skill in the use or repair of heavy or complex machinery. Skills in repairing, developing, or installing complex software or management information systems. Skill in operating standard office equipment. Skill in problem-solving, decision-making, and making recommendations. Skill in oral and written communication.
Education and Experience:

Bachelor's degree in Business Management, Public Administration, Criminal Justice, or related field, plus a minimum of five (5) years experience in a 911 Communication Center or Emergency Services with administrative or supervisory responsibilities or other related field is preferred. Valid driver's license. NENA ENP 911 Certification, APCO Certified Public Safety Executive Program, APCO Registered Public-Safety Leader, and/or other certifications preferred.
Physical Requirements:

The work is typically performed while standing or walking for long periods. The employee must lift 25 pounds or more, reach with arms and hands, and be able to stoop, kneel, or crouch. The employee may be exposed to noise, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. The employee is in a non-confined office-type setting in which he or she is free to move about at will. Additionally, the following physical abilities are required:
Balancing – maintain equilibrium to prevent falling while walking, standing, or crouching.
Climbing – ascending, descending ladders, stairs, ramps, requires body agility.
Crawling – moving about on hands, knees, or hands, feet.

Hearing 1 – perceiving sounds at normal speaking levels, receive information.
Hearing 2 – receive detailed information, make discrimination in sound.
Kneeling – bending legs at knee to come to rest at knees.
Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
Manual Dexterity – picking, pinching, typing, working with fingers rather than hand.
Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
Pulling - use upper extremities to exert force, haul or tug.
Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward.
Reaching – extending hands or arms in any direction.
Repetitive Motion – substantial movements of wrists, hands, fingers.
Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
Standing – for sustained periods of time.
Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
Talking 1- expressing ideas by spoken word.
Talking 2 – shouting to be heard above ambient noise.
Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
Visual Acuity 2 - color, depth perception, field of vision.
Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
Visual Acuity 4 - operate motor vehicles/heavy equipment.
Visual Acuity 5 - close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.
Walking - on foot to accomplish tasks, long distances, or site to site.
The work is typically performed in an office, library, or computer room.
