Position Summary: Performs all types of telecommunications line construction to include fiber optic extensions, fiber optic drops to customer premises (overhead and underground), maintenance and repair, and retirements. Performs both fusion and mechanical splicing on fiber optic cables. Position also performs customer premise installations of fiber, ethernet, and associated electronic equipment in residential and commercial buildings. Interacts with members to coordinate the routing and proper installation of fiber equipment and devices. Trains and educates subscribers on best practices for the utilization of internet and phone services. Makes recommendations for the correct services to best meet the subscriber's needs.
Essential Duties and Responsibilities:
1. Responsible for the observance and enforcement of CEMC safety rules, procedures, safety policies, and bulletins
2. Safely, efficiently, and properly installs, prepares, removes, troubleshoots, and maintains all types of telecommunications and fiber line equipment and apparatus as required or directed.
3. Constructs and maintains all phases of mainline fiber line construction including aerial (communication space) and underground cables.
4. Installs, maintains, and repairs all fiber drops (overhead and underground) to residential and commercial customer premises.
5. Splices fiber cable to industry quality standard and effectively operates all fiber optic testing equipment.
6. Performs and analyzes OTDR measurements and light meter readings.
7. Performs site surveys while recommending the best approach in providing broadband service for residential, commercial, and other facilities including multi-dwelling units (MDUs).
8. Performs field audits to gather information needed for proper outside plant design.
9. Responds quickly to reported broadband outages. Locates problems and performs maintenance on fiber lines as necessary to restore service as quickly as possible.
10. Properly installs internal fiber optic cabling and ethernet cabling within residential and commercial structures.
11. Uses best practices for all internal wiring so as to comply with local building codes.
12. Installs, terminates, and tests CAT5/5e/6 cabling and fiber optic cabling.
13. Performs minor drywall patches/repairs as needed.
14. Performs troubleshooting and diagnostics on customer complaints regarding internet and phone services.
15. Ensure seamless connectivity within buildings or premises, including offices, data centers, and residential spaces.
16. Install and configure networking equipment, such as switches, routers, and patch panels, as part of inside wiring projects.
17. Conduct thorough testing of inside wiring configurations to ensure reliability and performance.
18. Maintains up-to-date knowledge of various technologies, devices, and networking equipment commonly used within homes and businesses.
19. Educates members on how to connect and utilize their internet connected equipment.
20. Markets Cumberland Connect broadband services to members and public as necessary.
21. Makes recommendations to direct supervisor regarding process improvement and problem resolution when independent action would exceed scope of authority.
22. Exercises great care to avoid damage to property and reports any damage to appropriate personnel as soon as possible.
23. Communicates with the members and requests property owners' permission prior to performing work, when applicable.
24. Works with CEMC linemen on the installation, maintenance, and repair of all outside fiber plant.
25. Assists in providing training and education for Fiber Technician I employees as-needed.
26. Performs other duties as assigned to fulfill the objectives of the company and this position.
Equipment Used:
PPE, computer, phone, Cooperative vehicle, telecom bucket truck, wire reel trailer, tow motor, splice trailer, various underground plows and trenchers, ladder, splicing equipment, OTDR, light meter, lashing machine, various fiber optic tools and equipment, various hand, and power tools.
Software Used:
Microsoft Office Suite, NISC software suite, OTDR software, Partner, Vetro Maps
Education Degrees, Certificates, Licenses, and/or Training: Exceptional favorable experience may be considered for a portion of the education requirements.
Required: High School Diploma
Climbing Certification or the ability to obtain one within 60 days or next available training school after start date.
Hurt Man Rescue
Valid Driver's License
Experience, Knowledge, Skills, and Abilities: Exceptional favorable education may be considered for a portion of the experience requirements.
Required: Five-year's experience in telecom field preferably in fiber construction, installing drops, & customer premise installations.
Advanced knowledge of fiber optic splicing (fusion and mechanical)
Ability to distinguish colors and exhibit visual depth perception.
Proficient in working from lineman hooks and/or ladder and bucket truck.
Knowledge or ability to acquire knowledge of the telecom and fiber distribution system in the service area, such as location of lines, splice points, recovery loops, electronic equipment, etc.
General knowledge residential and commercial construction and remodeling
Proven ability to multi-task and plan/prioritize work to meet deadlines with a high degree of accuracy and attention to detail.
Knowledge or ability to learn the cooperative mapping system and ability to read and comprehend maps to themselves and others.
Ability to clearly explain complex concepts to customers in a courteous, simple, and effective manner.
Knowledge of basic mathematics skills and ability to make calculations and analyses.
Strong analytical and critical thinking skills with demonstrated problem-solving abilities.
Effective communication skills and the ability to work as a team player.
Residency: Must reside within the applicable District Service Area or forty-five (45) minutes of the assigned reporting office.
Physical Demands: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.
Visual acuity, manual dexterity, hearing, standing, walking, sitting, stooping, bending, squatting, lifting, and carrying up to 100 pounds, twisting, balancing, kneeling, crouching, and climbing.
Manual dexterity is required to maintain proper safety while performing telecom construction from the pole in hooks or on a ladder.
Working Conditions:
Minimum of eight hours a day, five days a week.
Occasionally works on Saturdays to perform in-home and customer premise installations.
Works an on-call rotating schedule including nights, weekends, and holidays.
Works primarily outside with exposure to inclement weather, including temperature extremes.
Works in un-conditioned spaces within customer premises including crawl spaces and attic spaces.
Extensive travel within the CEMC service area.
Occasionally travels to meetings, to include overnight, outside of CEMC service area.
