Under the direction of the director of human resources, the human resources manager performs advanced managerial duties in labor and employee relations and risk management.
This position exercises considerable independent judgment and may manage the functions of the department in the absence of the director.


Essential Duties and Responsibilities include the following under the direction of the department head: Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

Administers and manages administration of labor contracts; provides interpretation of collective bargaining agreements to managers, employees and HR staff.Participates in union contract negotiations.Advises managers and employees on sensitive labor and employee relations matters, including grievance and arbitration procedures, performance issues and disciplinary actions; advises and assists managers in identifying employee relations issues and determining appropriate course of action.Maintains current knowledge of employee and labor relations trends, legal decisions, and statutory changes; conducts research necessary to support contract negotiations and employee relations.
Uses appropriate negotiation strategies to develop bargaining goals and negotiate contracts consistent with the City's mission, values and goals.Develops and recommends policies and procedures concerning employee relations and personnel practices.Conducts investigations and respond to complaints.Participates in the development and delivery of management training programs designed to advance the human resources skills staff.May be assigned responsibility for program administration in areas such as ADA, FMLA compliance or other related Human Resource programs.Manages the administration of workers' compensation.Attends staff, committee, and other professional meetings to exchange information; attends technical or professional workshops, seminars, or conferences to improve professional skills; works with safety consultants to prepare periodic risk analysis reports for City leadership.Prepare memos for the Board of Commission meetings and on occasion, present appointments, promotions or other policy changes.

Education and/or Experience

Bachelor's degree in Human Resources, Business Administration, Psychology, Business, or Public Administration or related, with a minimum of five years of experience in a manager-level position in Human Resources; professional experience in collective bargaining and labor relations activities, or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.

Position continually requires demonstrated poise, tact and diplomacy.
Requires analytical thinkingto gather and summarize data for reports, find solutions to various administrative problems, and prioritize work.
Practical application of collective bargaining and employment laws.Ability to reconcile labor relations issues in the context of both existing labor agreement and desired future states of labor and employee relations within the City. Language Skills

Able to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
In addition, writes reports, business correspondence, and procedure manuals in a professional, organized and standard format.
Effectively communicates

Information and responds to questions from a diverse group of managers, clients, customers, and the general public.

Mathematical Skills

Competently adds, subtracts, multiplies and divides of all units of measure, using whole numbers, common fractions, and decimals.
Computes rate, ratio, and percent; draws and interprets bar graphs.

Reasoning Ability

Solves practical problems and quickly adapts to situations where only limited standardization exists.
Adept at interpreting a variety of instructions furnished in written, oral, diagram, or schedule form.
Critical thinker.

Certificates, Licenses, Registrations

Current driver's license/or state-issued identification.


Certification in PHR or SPHR and/or SHRM-CP or SHRM-SCP preferred.

Other Skills and Abilities Demonstrated knowledge and experience using Microsoft Office.
Quickly learns customized software applications necessary to input and maintain personnel records.
(Experience using a database is a plus)General knowledge of applicable employment laws and practices.Provides excellent customer service for internal departments and a diverse public.
Oral and written communication skills are clear, concise, and diplomatically.Effectively manages time and prioritizes workload appropriately.Resourceful, self-starter skilled at managing multiple tasks without supervision. Position Type/Expected Hours of Work

This is a full-time position.
Days and hours of work are Monday through Friday, 8:00 am -4:30 pm.
Occasional evenings, weekend or hours adjustments may be required as job duties demand.
