SYSCOM is seeking a Java Developer / Programmer resource with State Medicaid experience. SYSCOM's client has launched a large IT project to build a Provider Screening and Enrollment portal. Several key components have been identified for the overall project: A front-end Provider Enrollment Processor (PEP), A back-end Provider Validation Service (PVS), and Related Medicaid Management Information System (MMIS) and Associated Database changes (the current system).

At a high level, the resources will work in collaboration with the client development team to enhance the application's maintainability, efficiency, accessibility, user experience, and resolution of identified issues and recommend changes as per business requirements. This includes working with Business Analysts (BA) and Quality Assurance (QA) and subject matter experts (SME) to identify code changes and additions as identified to support Phase 3 enhancements as well as legislative asks.

Work location:

The work is expected to be done remotely, supporting Central Time Zone.

Duration:

1 year with project renewals possible.

Job duties will include, but are not limited to the following:
Work in collaboration with client application development staff to enhance the application's maintainability, efficiency, accessibility, user experience, and resolving identified issues (bug fixes) and recommend changes as per business requirements.
Understand and merge both the technology base and customer business goals.
Develop and run test scripts to ensure rules are working as required.
Work with testers and subject matter experts to identify code changes and additions.
Identify and recommend specific code changes to staff.
Work with the Technical Architects and Leads to gain a comprehensive and up-to-date understanding of the software application developed by the open-source community.
Work with the Business Analysts (BA) and Quality Assurance (QA) and subject matter experts (SME) to identify changes, additions, and enhancements due to application errors or bugs.
Perform software development maintenance (bug fixes) for the project change requests, as this position requires a strong software development background.
Maintain and follow Object Oriented programming best practices.
Consult and collaborate with in-house experts to ensure UI Standards are properly implemented and applied in the application.
Perform comprehensive system and application code testing so that application deployments are working without errors and application codes are error-free.
Ensure application code sets are checked in to the code repository with no coding errors.
Provide documentation and knowledge transfer to staff.
Complete Data Privacy training and pass criminal background check.

Minimum Qualifications Must Meet ALL:
Seven (7) years experience with Java development.
Five (5) years combined Java based User Interface experience web development with the following: HTML, CSS, JavaScript, Bootstrap, and JQuery.
Four (4) years experience with automated testing.
Four (4) years experience with Spring MVC.
Four (4) years Drools experience, specifically with Decision tables.
Four (4) years experience developing a State Medicaid Provider Enrollment application.

Desired Skills:
Two (2) years combined experience in designing and architecting applications.
Two (2) years experience with web services.
Experience working with WebSphere application server.
Experience working with JPA/Hibernate.
Experience with web application testing frameworks (e.g. Selenium/WebDriver).
Experience with JavaScript testing frameworks.
Experience with Maven.
Experience with Eclipse.
Experience with Oracle Database.
