Management Analyst

VISTA Technology Services, Inc. (VISTA) is seeking a Management Analyst to support a NAVSEA Program Office. This is a hybrid position reporting onsite in Washington, D.C. up to 3 days/week. Responsibilities: Deliver program management, acquisition, financial analysis, and logistics support to a NAVSEA Program Office. Work in a team environment to meet client challenges, provide critical thinking and analysis. Build and maintain essential relationships with direct clients and supporting commands.

Basic Qualifications: Bachelor's Degree AND 5 years of program, acquisition, financial analysis, budget and/or logistics experience in support of DoD programs/projects OR 8 years of comparable experience will be considered in lieu of a degree. Experience with program and financial management of federal government and DoD programs. Experience with DoD Planning, Programming, Budgeting & Execution Process (PPBE) process. Experience with consulting and technical advisement. Ability to identify, conduct in-depth research, communicate, and propose resolutions to issues. Proficient with Microsoft Suite (Word, Excel, PowerPoint, SharePoint & Outlook). Strong organizational skills helping clients manage, track, and report program status. Strong written, editorial, and presentation skills, including preparation and delivery of executive-level briefings and reports. Active DoD Secret Security Clearance. Desired Qualifications: Experience with DoD Acquisition or Navy Program Management Offices. Knowledge of DoD Instruction 5000 series, Adaptive Acquisition Framework, DoD Financial Management Regulation. Experience with Microsoft Project. Salary Range: $85,000 - 120,000 annually.

This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
