ABOUT THE POSITION PLAN CHECKER MONTHLY SALARY: $6,073 - $7,924 PLUS AN EXCELLENT BENEFITS PACKAGE THIS RECRUITMENT IS TO FILL A FULL-TIME VACANCIES IN THE COMMUNITY DEVELOPMENT'S BUILDING AND SAFETY DIVISION AND TO ESTABLISH AN ELIGIBILITY LIST TO BE USED FOR FUTURE VACANCIES.

SUMMARY: Under general supervision of the Building Official, reviews building plans and specifications for residential, commercial buildings, alterations, and repair; to assist at the public counter by providing technical support; and secure compliance with applicable codes, ordinances, standards, municipal codes, and other established policies and procedures.

Essential duties and responsibilities may include, but are not limited to, the following:
Provide information at the public counter regarding the Building Codes and Ordinances including regulations on occupancies, structures, fire life safety issues, accessibility, energy conservation and other construction related issues.
Perform over-the-counter plan check of fences, walls, small room additions, remodels, patios, decks, garages, and other small construction projects.
Review building plans for sufficiency and code compliance; route plans to other affected departments.
Research construction products and techniques for code approval.
Review building plans, details, structural calculations, and specifications submitted with development permit applications to ensure completeness and conformance with all required State of California Title 24, including Building, Electrical, Mechanical, Plumbing, Energy, Green and Grading codes, State disabled access related codes, and the City's municipal code, and local ordinances.
Determine compliance to California Building, Electrical, Mechanical, Plumbing, Energy and Green Building Standards Code, and pertinent provisions of State, County, & local ordinances.
Confer with architects, engineers, contractors, builders and general public to resolve complaints and answer questions regarding plan check correction lists, conditions of permit approvals, and use of alternative methods or materials.
Initiates appropriate action to enforce code compliance.
Perform related duties as assigned.
MINIMUM QUALIFICATIONS MINIMUM QUALIFICATIONS:
Associate Degree in civil engineering, architecture, construction, or a related field is highly desirable and a minimum of two (2) years of full-time responsible experience in reviewing construction plans.
Knowledge of: Principles and practices of the California Building, Plumbing, Mechanical, and Electrical Codes, other uniform codes, State Title 24, laws relating to disabled access, and pertinent State and City codes and ordinances and regulations.
Principles of structural design, plan checking, building inspection, architectural plan review, energy standards, and disabled access or Americans with Disabilities Act (ADA).
Computer applications in building.
Skill in: Reading, understanding, and interpreting detailed construction plans and blueprints to ensure proposed construction is in compliance with applicable federal, state and local codes, regulations, and ordinances.
Understanding alternative construction practices/techniques which are in compliance with codes, regulations, and accepted construction practices.
Explaining code requirements and regulations to contractors, developers, architects, engineers, representatives from public agencies, and the general public.
Performing assigned responsibilities with minimum supervision.
Conducting building construction inspections in the field.
Maintaining detailed and accurate records associated with work performed.
Preparing clear and concise technical and administrative reports including accurate tables, schedules, summaries, and other materials in narrative form; establishing and maintaining various data collection, record keeping, tracking, filing, and reporting systems; and maintaining office and specialized files.
Making accurate arithmetic calculations.
Analyzing construction problems and suggest acceptable alternative solutions.
License and Certification Requirements:
Must possess or have the ability to obtain a valid Class C California Driver's License and a satisfactory driving record.
Certification as a Building Plans Examiner by the International Code Council (ICC) required.
Additional certifications as a Civil or Structural Engineer, Energy and Green Plans Examiner, and Certified Access Specialist (CASp) are highly desired.
Physical Demands and Working Environment:
Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; to operate a motor vehicle; to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
May be exposed to outside weather conditions, including heat, cold, wind, rain, and other conditions.
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
