Responsibilities
Analyzes, summarizes, and provides independent perspective on assigned programs within the context of (a) overall NSF and Federal support of science and engineering research and education; (b) national priorities, policies, goals, objectives, etc., as set forth by the President; and (c) programming parameters as expressed in legislation and Congressional reports.
Works with and advises the appropriate directorate personnel, and the Budget Division Director, and their staffs in the development of (a) program plans for budget submissions to the NSF Director and the National Science Board (NSB); (b) program justifications and backup materials for budget submissions to Office of Management and Budget (OMB) and the Congress; and (c) testimony and supplementary information, responses, and other materials for use in connection with Congressional hearings on agency authorization and appropriation legislation.
Plans, implements, and reports on various aspects of GPRA requirements in compliance with OMB, and Congressional guidance, including developing, monitoring and reporting on performance indicators and results.
Identifies, summarizes, and analyzes substantive programmatic, budgetary, or policy issues that are imbedded in program plans and budget justification statements; NSF publications; information released to or by the news media, including science and engineering professional journals, television, and newspapers; budget documents, financial plans, and related materials; and statements made to or by the Congress, the Administration, and others that might have a significant effect on assigned program activities.
Identifies, analyzes and gives advice on existing or potential programmatic or budgetary problems relevant to assigned program activities or to other related activities by evaluating program performance against management goals and objectives.
Develops position papers on matters that affect NSF program activities, particularly in the areas of long-range budgeting and planning and program development.
Analyzes program impacts, assesses alternative programs and budgets, and makes recommendations for action to be taken by the Foundation.
Occasionally performs site visits to gain more detailed information on program impact.
Requirements
You must be a US citizen.
Selectee will be required to have a background investigation prior to onboarding.
Selectee may be required to serve a 1-year trial/probationary period.
Qualifications
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal service overseeing budget and fiscal operations for an organization and performing organizational program analysis. Examples of this experience include: planning, scheduling, and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; developing administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources. Incumbent should possess comprehensive knowledge and understanding of the Federal budget process, including the planning, implementation, and reporting requirements of the Graduate Research Fellowship Program (GPRA); budget formulation, composition, and content; and of agency planning.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
Additional Information
Relocation Expenses will not be paid.
