The Construction Division is seeking a Senior Program Consultant to provide strategic leadership for the development and implementation of e-Construction initiatives across the Commonwealth. The selected candidate will be responsible for identifying, piloting, and implementing electronic digital solutions [no code/low code, COTS, etc.] or business value line improvements to streamline construction processing. In addition, the selected candidate will develop and manage post implementation plans for managing e-Construction software licenses and software access for VDOT and consultant employees. Other duties include, but are not limited to: developing policies and procedures to promote consistent construction project delivery and documentation statewide; supporting, training, and applying consistent business practices for construction staff; assisting in the development and implementation of various e-Construction programs; coordinating with VDOT's nine Districts and other Central Office Divisions to develop best practices for electronic construction project delivery methods; performing statistical and financial analysis to identify areas of strength and opportunities for improvement within our current construction project delivery processes; assessing efficiency and effectiveness of traditional and non-traditional project delivery methods; and preparing and presenting briefings to senior and executive staff regarding e-Construction initiatives. Minimum Qualifications Considerable experience in: construction delivery processes and documentation on transportation projects; analyzing impacts to cost, schedule, and quality on construction projects; delivering performance-based results; executing complex qualitative and quantitative analysis; experience with real-time integration strategies and technologies. Identify viable solutions consistent with applicable regulations, policies and business needs; conceptualize technical architecture and backend DB where applicable and create technical documents and high-level solution designs. Ability to turn requirements into desired outcomes using a strong scripting/programming/integrations background as a basis following the SDLC. Design, test and implement complex programs and packages. Design solutions using no code/low code tools, such as offered by Office 365. Demonstrated ability to: communicate information effectively orally and in writing with diverse audiences. Highly skilled with Microsoft Office Products with strong emphasis on No Code/Low Code tools, Excel, MS Access, OneNote, Word, PowerPoint, Visio and BI Tools. Preferred Qualifications Bachelor's degree in Civil Engineering, Construction Management, Computer Science, or related field; or related education/training/experience may substitute for degree. Professional Engineering license. Experience administering software solutions. Comprehensive knowledge of: construction inspection and management; supporting the development and implementation of large scale software solutions; coordinating software and hardware implementation with Virginia Information Technologies Agency (VITA) and VDOT's Information Technology Division (ITD; and FHWA's Every Day Counts programs. Demonstrated ability to write Specifications, Policies, contract language, standards, procurement and software and interface requirements; conduct strategic research for the development and implementation of software systems by communicating effectively with other state DOT's, industry partners, and FHWA. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief.
