Description
The Women, Infants, and Children (WIC) Program is seeking a professional, self-motivated, positive person with a desire to use investigative and people skills to improve health outcomes in Kentucky. The WIC Program has earned the reputation of being one of the most successful federally funded nutrition programs in the United States. We are seeking a candidate that has strong communication skills and pays great attention to detail.


The Program Investigator II position in the Vendor Management Section allows one to work throughout the Commonwealth conducting investigations for possible cases of fraud, abuse, and other misconduct; monitor retail grocers (vendors) for compliance with federal and state requirements; and conduct trainings for our vendors.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.


Key Responsibilities: Conduct in-depth initial investigations to detect and substantiate cases of vendor abuse, fraud/misconduct during on-site and off-site monitoring. Review, examines vendor sales data, vendor invoices and WIC transactions to analyze/determine compliance with Program regulations and policies. Conduct Federally required routine monitoring of contracted WIC vendors. Obtain/review policies, procedures, regulations and statutes relevant to contracted WIC Program vendor investigations. Obtain and analyze information and/or evidence from various databases through correspondence, interviews with complainants, vendors or employees through on-site and/or off-site review. Summarize the findings of the investigation in standardized report documents. Apply general knowledge of WIC Program regulations and policies to make formal recommendations as to the results of the investigation. May testify in administrative hearings as required. Prepare and conduct training for contracted vendors as assigned, provide technical assistance to contracted vendors, wholesalers and distributors. Preferred Skills and Knowledge: Ability to multitask while maintaining quality standards. Attention to detail, organization, time management, analytical thinking, active listening and observation skills are necessary. Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in various settings. Excellent verbal and written communication skills. Proficient use of computers, tablets, smart phones, Microsoft Office, Teams and Outlook for daily tasks. Ability to travel, as needed, throughout Kentucky, including overnight stays. The Cabinet for Health and Family Services (CHFS) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in U.S. CHFS will only use E-Verify once you have accepted a job offer and completed the Form I-9.

EDUCATION: Graduate of a college or university with a bachelor's degree.




EXPERIENCE, TRAINING, OR SKILLS: Must have two years of experience in the field of investigation, administrative, business, or social work/eligibility experience.




Substitute EDUCATION for EXPERIENCE: Graduate study in the above fields will substitute for the required experience on a year-for-year basis.




Substitute EXPERIENCE for EDUCATION: Experience in one of the above fields will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.




SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess and maintain a valid driver's license prior to employment in this job classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Typical working conditions include both extensive field work in a variety of settings and normal office work. Travel throughout the state may be required to conduct interviews, perform surveillance activities and to obtain information and evidence. Interviews may be confrontational. Overnight travel and working irregular hours may be required. Working outdoors for extended periods and working in all types of weather may be required.
