Program Manager- Foreign Military Sales (Secret Cleared)

Position Summary: We are seeking an experienced and dynamic Program Manager to lead and oversee projects within the Foreign Military Sales (FMS) domain. The ideal candidate will have a strong background in managing FMS programs, a comprehensive understanding of the Department of Defense (DoD) acquisition processes, and experience working with international partners. This role requires exceptional leadership, communication, and problem-solving skills to deliver successful outcomes in a highly collaborative and regulated environment. This position features 30% travel (mix of US and international travel). Active Secret clearance or higher required.
\n Responsibilities:Program Leadership and Execution:Manage all phases of FMS programs, including planning, execution, monitoring, and closure, to ensure on-time and within-budget delivery.Develop and maintain detailed program schedules, budgets, and risk management plans.Serve as the primary point of contact for customers, stakeholders, and internal teams on all program-related matters.Stakeholder Engagement and Communication:Collaborate with U.S. government agencies, foreign governments, and industry partners to ensure alignment with FMS objectives.Maintain regular communication with Defense Security Cooperation Agency (DSCA), Security Assistance Offices, and other relevant entities.Provide regular updates and reports to leadership, customers, and stakeholders on program performance and milestones.Compliance and Contract Management:Ensure adherence to FMS policies, regulations, and procedures, including compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).Oversee contract negotiations and modifications in coordination with legal, finance, and procurement teams.Monitor export control compliance, including ITAR and EAR regulations, in collaboration with export compliance officers.Team Leadership and Development:Lead cross-functional teams, including engineering, logistics, procurement, and finance, to achieve program objectives.Foster a culture of collaboration, accountability, and continuous improvement within the program team.Mentor and guide junior staff in FMS program management best practices.
