Job Summary

This position is located in the Department of Health (DOH). DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation's capital. The Program Manager for Readiness and Response actively fosters a culture of diversity, equity, and inclusion within the Department, ensuring that policies and procedures align with these values. The incumbent candidate for this position will have the unique opportunity to lead the readiness and response segment of the Health Emergency Preparedness and Response Administration (HEPRA), working under the general direction of the Deputy Director for Strategic Planning, Policy and Programs (DDSPPP) to lead public health readiness, response, and resilience operations within DC Health.

Major Duties And Responsibilities

Incumbent serves as a mid-level manager with primary responsibility for planning, organizing and supervising the operation of the Medical Reserve Corp (MRC), Medical Countermeasures (MCM), community resilience projects, and public health emergency response operations in accordance with the mission and goals of the agency. Additionally, this position is responsible for establishing long- and short-term program goals, developing and analyzing new programs or modifying existing programs to adapt to the changing landscape of public health emergencies within the District.

Develops, implements, and maintains complex procedures, administrative monitoring practices and controls to maintain smooth and effective operations of programs while coordinating work activities across multiple segments of DC Health and with external partners (other District Agencies and Community Based Organizations). Develops and analyzes data to create program-specific reports, responses to grant funding requirements, and other tasks associated with continuous quality improvement of programs. Directs the work of and monitors subordinates to improve performance in accordance with District Policies and processes to include evaluation and advisement on organization, methods, and procedures.

Qualifications And Education

Required Qualifications:

Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (13) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Preferred skill, experience & education:

A bachelor's degree in public health, public administration, emergency management, or health related fields or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development of planning, strategic development, public policy development, or public health.

Licenses and Certifications

None required.

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Employees occupying positions designated as Essential are required to:
Report to work, and/or remain at work, in order to carry out responsibilities outlined in the "Critical Operations – Essential and Emergency Designations" section shown above.
Remain at their duty station, or alternate work location (approved by their supervisor) when a situation or condition arises and results in the declaration or announcement of an early dismissal for non-essential/non-emergency employees.
Report to their duty station on time and as required when a situation or condition occurs which results in a declared emergency resulting in a late arrival or unexpected closing of District government offices for non-essential/non-emergency employees.
Carry or wear their official District government ID card during the period of the declared emergency.
The work is usually performed in an office setting, however in emergency situations extensive fieldwork will be required.

Residency Requirement:

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
