PATH seeks a Project Director for an anticipated global program focused on supporting local innovative financing and market access, funded by the US Agency for International Development (USAID).
The program will provide support services and technical assistance using a range of market access and innovative financing expertise to improve global health outcomes.
This expertise may include (but is not limited to) market research, introduction strategy development, market shaping analysis, financing strategy development, capital catalyzation, value-based care optimization.
The Project Director is considered key personnel and must meet or exceed the required qualifications listed below.
This position will be responsible for reporting to and meeting with the USAID designated Agreement or Contracting Officer (AO/CO) and Agreement or Contracting Officer's Representative (AOR/COR), as well as provide vision, direction, leadership, and management to the award.
Please note this position is contingent upon award to PATH and approval from USAID.
Responsibilities
Serve as team leader, charged with developing and executing the overall project strategy, work plan, and achievement of results.
Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, are implemented effectively, and fulfill PATH and USAID requirements.
Provide management leadership (programmatic, financial, and administrative) for the project ensuring full alignment with national and international standards and PATH and USAID requirements.
Provide technical supervision for all aspects of contract work, including consultant and subcontractor identification and management.
Represent PATH and build and maintain excellent, productive relationships with USAID, project partners, ministries of health and other government stakeholders, and other relevant actors.
Serve as the project representative responsible for all issues, concerns, or problems and liaise with USAID personnel, including the AOR/COR and their team, to support project implementation and respond to all questions, concerns, and comments.
Ensure timely and complete submission of all performance reports and responses to USAID requests for performance, success stories, and financial information.
Provide vision, overall leadership, and guidance to the project staff.
Guide the learning agenda for the project, use lessons learned to modify project approaches and strategies, and disseminate findings.
Ensure compliance with all USAID, PATH, and project-specific policies.
Liaise across the PATH PHC portfolio to ensure efficiencies in implementing the project.
Required qualifications and experience
Master's degree or higher in medicine, public health, social sciences, development, economics, finance, business administration, or related field.
At least 10 years of experience managing international projects related to market dynamics, research, and shaping and/or innovative financing, collaborating closely with ministries of health, ministries of finance, other government and civil society stakeholders, and local implementing partners in low- and middle-income countries.
Demonstrated capacity to operate within the global health international community and function as a leader on matters of market dynamics and/or innovative financing.
Demonstrated management, leadership, mentorship, decision making, and interpersonal skills.
Significant experience with the planning, design, and execution of global technical assistance projects.
Demonstrated ability to create and maintain effective working relations with senior government personnel, international organizations, and other partners.
Demonstrated ability to work effectively with partners to achieve results.
Demonstrated ability in leading geographically-dispersed teams.
Demonstrated knowledge of USAID procedures and contractual requirements.
Full professional proficiency in English, with excellent oral and written communications skills required.
Ability to interact professionally in French and/or Portuguese an advantage.
Experience living and working in low- and/or middle-income countries an advantage.
Available to travel nationally and internationally up to 25%.
