Position Description

Tacoma Rail (https://www.mytpu.org/tacomarail/general-information/) has provided rail transportation as a public entity since 1914.
With 16 locomotives, more than 100 employees and about 140 miles of track, Tacoma Rail provides key freight connections for customers in the greater Tacoma Washington area, handling in excess of 100,000 freight shipments per year (https://www.mytpu.org/tacomarail/general-information/tacoma-rail-system.htm) .


Tacoma Rail is recruiting for a highly-motivated individual to assist in the coordination, planning, supervision and execution of freight rail service.
Duties include: assisting in the implementation of operating plans and practices in compliance with all applicable policies, rules and regulations; direct supervision of all operating personnel; and working with industry, railroad representatives and service partners to determine and meet service performance expectations.
The successful candidate must lead a team of 60 Train, Yard, and Engine (TY&E) personnel in achieving a high level of safety, efficiency and effectiveness in rail service delivery and will interface and coordinate with other departments and Class 1 partners.
The individual selected will be expected to work twelve (12) hour shifts, will conduct operational field tests consistent with CFR 217/218 and implement safety programs.

Responsibilities Include:

+ Direct operations tower staff (Yardmaster and Yard Clerk) and train crews consisting of Locomotive Engineers, and Conductors in the planning and coordination of safe movement of all train activities necessary to provide reliable and efficient service to all Tacoma Rail customers, both mainline railroads, terminal operators and shippers

+ Plan daily inbound/outbound train scheduling, and locomotive power plans with mainline partners, Port and intermodal facilities through multiple conference calls to coordinate and ensure efficient operations; maintain and disseminate applicable documentation (spreadsheets, bulletins, etc.)

+ Perform in-field operational tests to validate employees' demonstrated ability to perform tasks consistent with General Code of Operating Rules (GCOR) and Safety Rules.
Manage and properly document operations department staffing, to include setting performance expectations, providing feedback, coaching, training and/or corrective action

+ Regulatory compliance Remain knowledgeable with applicable federal regulations, state laws, and policies relating to Tacoma Rail and the rail industry.
Remain knowledgeable at a conversant level and follow existing labor agreements (union contracts)

+ Provide direction, coordination and assistance with technical questions, safety concerns, customer and operational issues

Qualifications

Minimum Education*

Bachelor's degree

Minimum Experience*

4 years of operations experience in rail, transportation or directly-related field operations experience.

*Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements

State of Washington Driver's License

Other Employment Information

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
