Real Estate Project Specialist Location Columbia, SC : JOB SUMMARY This position performs administrative and technical work within the Procurement and Contracts Department; and performs related duties as assigned. The incumbent works within broad policy and organizational guidelines and does independent planning, negotiating and implementation, reporting progress of major activities through periodic conferences and meetings.
ESSENTIAL JOB FUNCTIONS: Obtain encroachment permits for utility construction for water, sanitary sewer and storm drainage projects; Performs technical duties including reviewing engineering drawings, construction plans, and related profiles to process applications for encroachment permits; Analyzes application packages as necessary to ensure accuracy, optimum productivity and efficiency; Performs research of the public records in various counties for property information to determine property boundaries, locate plats; Performs duties related to processing development projects including writing legal descriptions, reviewing drawings; Performs right-of-way duties as assigned for capital improvements projects; Extensive communication with consultants and other City departments for processing encroachment agreements; Maintains an above average level of quality control for all work products; Receives, reviews and responds to inquiries, requests for assistance and complaints from customers, consultants and others regarding areas of responsibility; Assists in coordination and implementation of special projects; Assists with the preparation of a variety of studies, reports and related information for decision-making purposes and as required by the City and other government agencies; Performs general administrative work as required, including but not limited to preparing reports and correspondence, maintaining files, entering and retrieving computer data, processing daily mail, answering the telephone, preparing spreadsheets, copying and filing documents, etc.; Attends staff meetings as required; Attends training, meetings workshops, conferences, etc., as necessary to maintain job knowledge and skills; and Performs other related duties as assigned. MINIMUM REQUIREMENTS TO PERFORM WORK: High school diploma or GED; Four (4) years of relevant prior experience; Valid South Carolina Class "D" Driver's License. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates; Ability to plan the sequence of major activities and report on operations and activities which are very broad in scope; Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner; Ability to perform work involving the application of principles of logical thinking or scientific practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact; Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style; Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and Ability to make decisions, affecting a large segment of the organization and the general public; works in a dynamic environment; responsible to assist in developing policy and practices. PHYSICAL DEMANDS: The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions; hearing, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.
WORKING CONDITIONS: Work environment involves exposure to no known environmental hazards; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities and needs.
Job Type: Full-time
Pay: $49,720.00 - $63,393.00 per year
