Tidal Basin is seeking an experienced Senior Advisor to the Housing PMO Director to support the development, implementation, and management of interim and long-term housing programs. This role will focus on delivering comprehensive policy and process solutions leveraging FEMA funding, HUD Community Development Block Grant-Disaster Recovery (CDBG-DR) funding, and state resources. Job Duties and Responsibilities include:Policy and Process Development: Design and implement housing policies and processes that comply with federal, state, and local regulations, including duplication of benefits analysis, ADA compliance, and access and functional needs considerations.Program Implementation: Guide transitions between housing solutions spanning multiple programs, ensuring seamless service delivery for disaster survivors.Eligibility Management: Oversee eligibility determination processes, ensuring compliance with funding regulations and client expectations.Forecasting and Reporting: Develop and manage work forecasts, program performance metrics, and detailed reporting to stakeholders.Performance and Efficiency Management: Establish and refine processes to enhance program performance, cost efficiency, and operational effectiveness.Budget Management: Project and monitor budgets for housing programs, ensuring alignment with funding requirements and program goals.Subcontractor Management: Oversee subcontractor performance, ensuring timely delivery of services within scope and budget.Client Relationship Management: Maintain strong communication with clients to manage expectations and ensure program success. Skills and Competencies: Strong analytical, problem-solving, and decision-making abilities. Exceptional communication (written and verbal) and stakeholder management skills. Ability to manage multiple priorities in a fast-paced, dynamic environment. Proficiency in project management tools and methodologies. Required Education and Experience:Bachelor's degree in Public Administration Urban Planning, Business Administration, or a related field, or C.E.M. (Master's degree preferred or substitute 15 years' experience)Minimum of 10 years of experience in housing program management, disaster recovery, or a related field, with at least 5 years in a senior advisory or leadership role.Technical Expertise: In-depth knowledge of FEMA housing programs, HUD CDBG-DR funding, and state funding mechanisms. (2 of 3 Required)Proven ability to design and implement processes for eligibility determination, reporting, and performance management. Familiarity with duplication of benefits processes, ADA compliance, and housing solutions addressing access and functional needs. Preferred Qualifications:Experience working with government agencies or disaster recovery programs in Hawaii.PMP Certification or equivalent project management credentials.Understanding of Hawaii's housing landscape and cultural nuances. Work Environment: This position is based in Honolulu, Hawaii, with the expectation of occasional travel as required to support program objectives.
