The Juvenile Services Division (JSD) aims to provide a rehabilitative and community-focused approach to juvenile justice. Through the implementation of restorative practices, JSD seeks to address the needs of young people and their families by cultivating a trauma-informed comprehensive and holistic framework that fosters success and empowerment for those impacted by the juvenile justice system. This position supports programming for the court and community service teams by serving as a subject matter expert to lead, develop work plans, and guide implementation of evidence-based practices and services to improve outcomes for justice impacted youth and families. This position will perform complex contract management work for JSD and work collaboratively with DCJ Contract Compliance. This position will identify system gaps and necessary program development to improve services for youth and families.

The Senior Compliance Specialist's responsibilities include: Site Reviews, Contract Monitoring, and Contract Compliance Conduct thorough site reviews to assess adherence to contractual agreements and requirements.Identify areas of non-compliance and develop corrective action plans.Communicate findings to relevant stakeholders and provide recommendations for improvement.Monitor and track contract deliverables, milestones, and performance metrics.Collaborate with internal teams and external partners to ensure contract compliance.Prepare detailed reports documenting site review findings and compliance status.Participate in meetings and discussions to address compliance issues and drive continuous improvement initiatives.Support Providers with technical assistance related to invoice supporting documentation.Initiate community meetings for providers, stakeholders, and County staff in relation to the program.Meet routinely with JSD program managers to review and stay informed on programmatic needs or trends.Monitor contract performance, milestones, and deliverables to ensure quality standards are met.Coordinate with internal and external stakeholders to address any issues or concerns related to contract execution.Conduct regular reviews and audits of contracts to identify potential risks and opportunities for improvement.Develop and maintain strong relationships with contract partners and vendors to facilitate effective communication and collaboration.Provide guidance and support to teams on contract-related matters.Prepare reports and updates on contract performance for management and stakeholders.Implement strategies to optimize contract processes, enhance efficiency, and achieve program objectives. Program Planning and Oversight Develop effective working relationships with community members and partner agencies, such as POIC, Latino Network, IRCO, NAYA, Higher Ground Counseling, Gun Violence Impacted Families Behavioral Health Team, Gresham Youth Services, Office of Violence Prevention.Develop accountability tools to gauge contractor compliance and to monitor staff referrals.Provide monthly utilization reports and analysis to leadership team.Problem solve programmatic issues.Lead efforts to collect and analyze quantitative and qualitative information to improve JSD programs, policies, decision making, and the overall administration.Collaborate with internal stakeholders to determine procurement needs and specifications.Manage relationships with suppliers to ensure timely delivery and quality of goods and services.Monitor supplier performance and address any issues and/or discrepancies.Implement cost-saving initiatives and process improvements to optimize procurement operations.Participate in contracting meetings for renewals or new procurements to assist with programmatic scopes or utilization data.Provide quality assurance as program expands or changes to ensure contract stays current or initiate the amendment process.Assist with resolving any invoicing issues in relation to utilization or supporting document discrepancies.Researches, reviews, and approves flex fund forms.Works with the Placement Coordinator to approve shelter bed invoices.Serves as a primary point of contact for providers.In collaboration with the DCJ Contracts Team and develop procurements to purchase services from providers.Coordinate with funding sources regarding funding requirements and regulatory changes.Initiate community meetings for providers, stakeholders, youth and families, and staff, and analyze their observations about service delivery.Consult with other County departments about overlapping services.Procure services that are aligned with community needs, and demonstrate good stewardship of public funds.Make recommendations during the funding allocation process, and during the negotiation of subcontracts.Supports Behavioral Residential Services (BRS) program with compliance audits, reconciliation, and invoice processing. Minimum Qualifications/Transferable Skills*: Advanced knowledge, skill and ability leading positive youth development and youth leadership opportunities.Advanced knowledge, skill and ability working collaboratively with various juvenile justice stakeholders.Three (3) years' experience of progressive responsibility in contract management, contract compliance, and compliance programs.Equivalent to a Bachelor's Degree in business, criminal justice, social science, or related field.Demonstrable ability to develop and maintain relationships with stakeholders, system partners, and community partners.Must pass a thorough background investigation which includes, but is not limited to a review of applicant's criminal, civil, driving, military, educational and employment history prior to employment. Six (6) years' experience of progressive responsibility in contract management, contract compliance, and compliance programs.Experience with the Criminal Justice System.Experience with the Juvenile Justice System.Experience with culturally diverse community partners.
