Position Overview: (U) This role serves as senior leadership support technical and functional advisor to the Government Program Manager and Government staff members, focusing on planning, programming, budgeting, and execution (PPB&E) activities related to financial resources within the context of DOD and IC policies and directives.
\n Key Responsibilities:Conduct budget and cost analysis functions in support of AI/ML activities, encompassing the development and operation of models, tools, and techniques for budget planning, tracking, execution reconciliation, and analysis.Provide support in the preparation, coordination, and presentation of budgets, including Intelligence Program Objective Memorandum (IPOM)/ Intelligence Program Budget Submission (IPBS), and the annual Congressional Justification Book (CJB) submissions to Congress, as well as budget execution activities.Perform budget status reconciliation, expenditure tracking, management activities, assist in the formulation of spend plans, assist PM/COR with contractor invoice tracking, and customize financial analysis tools as required.Schedule and facilitate monthly AI/ML PMO Resource Reviews for AI/ML programs, encompassing internal budget and spending plan status updates.Assist AI/ML PMO in facilitating monthly and quarterly reporting to NGA, IC, and Congress.Support day-to-day business rhythm execution to enhance AI/ML corporate efficiencies.Assist in preparing, maintaining, and delivering financial and budget reports and briefings, utilizing visual aids such as graphs and charts, to senior leadership. Additionally, draft, edit, and proofread documents for publication. Required Skills:Candidate must have TSSCI clearanceBachelor's degree in Business or a business-related field, such as Accounting, Business Administration, Economics, Finance, Mathematics, or seven years equivalent work experience.Specialized budget execution experience in the IC or DOD.Specialized planning and programming experience, including the development of budget submissions and budget narratives. Desired Skills:Experience with PRISM and/or GEO-F financial software.Proficiency in appropriations law as it applies to budget execution.Experience in drafting Congressional Justification Books.
