Description The Leidos Digital Modernization Sector is looking for a Lead Material Project Manager to work on the Army Global Unified Network (AGUN) – Increment 1 (INC1) program. The Global Enterprise Network Modernization – OCONUS (GENM-O) is a critical mission provider responsible for keeping the Army connected through global network modernization projects. The Army Global Unified Network (AGUN) - Increment 1 (INC1) will unify the next generation of Army transport to comply with the Joint Regional Security Stack (JRSS) divestiture mandate. A phased systematic approach is required to provide individual sites with standardized, updated technology systems to ensure the Army's Information Technology (IT) infrastructure is equipped to provide soldiers with cutting-edge technology to ensure applications, data, and enterprise services are accessible, trusted, and interoperable across the globe. A successful candidate should have proven ability to lead, problem solve, and deliver superior results as part of a high performing team in a fast-paced environment. The Senior Supply Chain Risk Manager will report to the Associate Director, Global Supply Chain and will serve as a deputy for supply-chain-related risk management support to the program. The Senior Supply Chain Risk Manager will oversee all activities associated with identifying, assessing, and mitigating supply chain risks, ensuring compliance with cybersecurity and regulatory standards. This individual will collaborate closely with the Material Planner organization to review purchase requisitions for clarity, compliance, and completeness, while also working with the Material Project Manager and Program Manager to manage the full life cycle of supply chain risk management, focusing on its impact on customer systems and ensuring continuous risk mitigation. Primary Responsibilities Develops and maintains a Cybersecurity Supply Chain Risk Management (C-SCRM) Plan that properly identifies and mitigates supply chain risks and utilizes all current and successor publications (e.g., NIST 800-161 and NIST 800-53).Leads development, implementation, and execution of SCRM plan. Coordinates with Leidos, Leidos Partners and Government logistics and cyber security organizations to validate suppliers and transportation providers that compose the AGUN supply chain.Analyzes policies and procedures against Federal laws and regulations and provides recommendations to close or mitigate open security findings.Develops strategies to comply with privacy, risk management, and e-authentication requirements.Use SCRM tools including GIDEP, Intelligent logistics platform and Leidos' Strategic Hunt & Adversary Detection, using Open source Warnings and indicators (SHADOW) to identify, evaluate, and mitigate potential risks within the supply chain process.Performs comprehensive analysis of various factors that could impact the smooth flow of goods and services, ensuring resilience and continuity to avoid disruptions.Support the development of due diligence templates to conduct due diligence for companies and products.Candidate is responsible for providing innovative technical solutions and sourcing strategies that drive down cost (market research, engaging with Category Managers/Supplier Relationship Managers, etc.)Develop and maintain comprehensive contingency plans to address potential disruptions, such as natural disasters, supply chain disruptions, or cyberattacks.Establish and oversee a vendor risk management program, including due diligence, contract negotiation, and performance monitoring.Candidate will also have job responsibilities associated with Supplier Management, Program Strategy Development, Program Material Acquisition, Business Process Re-Engineering, and Procurement Tool deployments. Collaborate with leadership and other internal teams to identify gaps and develop improvement processes for the enterprise Supply Chain Risk Management plan. Basic Qualifications Typically requires a Bachelor's degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experienceStrong attention to detail.Excellent oral and written communication skills.Demonstrated experience interfacing across multiple organizations and program levels simultaneously with minimal supervisionWorking knowledge of MS Office (i.e. Word, Excel, PowerPoint and Project)Basic understanding of creating complex solicitations, supporting proposals, conducting moderate complexity price and cost analysis, negotiating price/cost and price/cost-related terms.Demonstrated time management skills and ability to work under tight time constraints.US Citizenship is required for this positionSecret Security Clearance or ability to obtain one is required Preferred Qualifications Advanced degree in Supply Chain Management, Business, Engineering or a related field.Prior experience in developing and implementing supply chain innovations for large-scale programs.Certification in Project Management (PMP, CAPM, or equivalent).Experience in materials management within a manufacturing or production environment.Proficiency in supply chain management software, ERP systems (such as SAP), and material requirement planning (MRP) tools.Expertise in Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).MRP knowledge or Manufacturing experienceProven track record of driving cost savings and achieving avoidance targets through negotiation strategies.Strong financial acumen with experience managing budgets, forecasting, and cost control.Active Secret Security ClearanceLocated in the DC Metro AreaOriginal Posting Date:******** While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.
Pay Range:Pay Range $68,900.00 - $124,550.00 The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law. #Remote
