Position Summary: The Project Manager will plan, direct, coordinate, monitor budget, track performance, negotiate changes, and report activity to senior management, with regard to activities associated with the overhaul or repair of ships and/or other marine vessels. Project organization, scheduling, problem identification, customer interface and plan implementation are key responsibilities of this position. The Project Manager will report directly to the operations manager but will have regular contact with various stakeholders to include senior management and executive leadership. This position holds responsibility for managing the entire profit & loss for single, multiple, and/or large and complex projects, commercial as well as government customers, for projects valued up to $20mil, and with various periods of performance (weeks to months). Customers may include MSC, Army, USCG, MARAD and commercial owners and operators. Position may require work hours beyond a standard work week to support business operations. Essential Duties and Responsibilities: Develop the overhaul or repair implementation plan. Track, estimate, compile, submit, and work with Contracts Department in negotiating any change to contracts and document concerns in formal correspondence, including dispute/issue resolutions to include REAs and claims. Recognize potential problems early, recommend solutions, and recommend/implement corrective actions. Work with and provide oversight to Ship Superintendents on assigned Projects. Collaborate with Superintendents, Production and Estimating to develop metrics and reports. Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and repair problems. Interpret specifications and contract requirements and explain plans and contract terms to administrative staff, workers, and clients. Assist in performing job cost projections / monitor cost, schedule and quality of the project(s) and immediately report any issues that would affect cost or schedule performance. (This requires deck plate oversight, requiring manager to board vessels to perform ship checks and verification of data.) Monitor, coordinate, and manage the required reports and required documentation submittals for each contract, to include CPARs rebuttals, contract completion certifications, and lessons learned. Creates, maintains, and analyzes budgets, records, logs, and production schedules to ensure work is accomplished within budget and on time. Position will also: Coordinate with supervision, Ops Manager, Production Manager, QA, and Safety to ensure that planning requirements are established and met and allocate project resources efficiently. Ensure Superintendents and project Supervision develop daily and weekly plans consistent with the overall project schedule. Coordinate with supervision and subcontractors to ensure that schedule conflicts do not arise between different trades. Review and submit all condition reports to the customer, advising of cost and schedule impacts. Negotiate all contract changes with the customer. Facilitate daily production meetings with Superintendent, Supervisors, QA, and Safety to ensure that all aspects of the project are being planned and executed in a safe and productive manner. Other duties may be assigned as workload dictates. Required Qualifications: Bachelor's degree in business Preferred, Engineering or related field or at least seven (7) years of experience either in a shipyard or on a ship in program or project management. Must have a working knowledge of Excel, PowerPoint and Microsoft Word. Must be familiar with SFLC Standard Items and NAVSEA Standard Item requirements. Must be familiar with Cost and Schedule Performance metrics. Must have effective negotiation, problem solving, and decision-making skills leveraged with excellent communications skills, both verbal and written. Must be able to develop a vision for the future and create a culture in which the long-range goals can be achieved. Must have proven ability to drive improved cost and schedule performance with ability to manage Risks and Opportunities.
