Summary

The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Cost Accounting & Labor Distribution Division, AFM-400 is responsible for determining the cost of FAA products and services. AFM-400 Cost Accounting System (CAS) generates data reports related to agency labor and non-labor costs.
Responsibilities

The Systems Accountant is a recognized subject matter expert in examining, analyzing, and interpreting accounting data, records, and reports; examining financial systems and determining their efficiency; and providing leadership for highly complex and challenging activities under minimal direction of the manager. The Systems Accountant works within the Cost Accounting Branch (AFM-410) to apply legislative requirements, including Federal Accounting Standards Advisory Board (FASAB) standards, Department of Treasury, General Accountability Office (GAO) guidance, and Office of Management and Budget (OMB) circulars to track and report the cost of FAA products and services.
Also develops FAA accounting policies, procedures, and practices that adhere to the Chief Financial Officer (CFO) Act of 1990, and any new legislation that impacts the agency's cost accounting reports. Applies experience and expert knowledge of federal accounting and financial regulations to conduct activities for projects/programs that impact the cost accounting function.
Cost accounting data is processed through DELPHI, the agency's web-based financial management system, and other financial systems such as the FAA's comprehensive procurement management system (PRISM), and external financial systems such as US Bank, which services programs like the FAA Travel Card program. The Systems Accountant ensures labor and payroll data in DELPHI is complete and accurate and interacts with the Lines of Business (LOB) and Staff Offices (SO) to maintain accurate cost accounting records to support the FAA annual financial audit and to ensure that the cost of agency products and services are executed effectively.
The data is used to provide cost reports as requested from FAA LOBs/SOs, and external organizations including GAO, Office of the Inspector General (OIG), and public requests under the Freedom of Information Act (FOIA). Analyzes payroll and labor data to review data reliability and identify issues. Propose corrective action solutions for labor data to FAA executive management, as needed. Correct discrepancies, such as fund failures or labor and payroll exceptions. Document corrective actions for future reporting requirements, including OIG audits.
Monitors requests for reclassifying costs of FAA products and/or services from agency LOBs/SOs and provides status updates to the requesting organization. Supports the division to establish and maintain effective accounting operations by analyzing business processes and developing approaches to streamline processes. Develops Standard Operating Procedures (SOPs) for cost accounting internal control practices, submits to management for approval, and coordinates to publish SOPs for agency-wide reference.
Contacts are internal and external. The Systems Accountant provides expert advice and guidance on the applications of policies, procedures and processes. Develops briefings to convey policies to internal and external audiences, explains financial systems, cost accounting data and various related matters. Broad policies and objectives provide general guidance for addressing issues but the Accountant may develop new policies, procedures and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns.
Work is reviewed primarily through status reports and at project completion. The work activities and project assignments impact directly on the objectives of one or more organizational units, major subdivisions, LOB/SOs and affects the objectives of the FAA.

Qualifications

IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience conducting analysis of data for an organization and generating data reports related to cost in accordance with accounting standards. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered. Answer all questions to the best of your ability.
Education

This position has a positive education requirement: Applicants must submit a copy of their college or university transcripts(s) and certificates by the closing date of announcement to verify qualifications. If selected, an official transcript will be required prior to appointment. Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education.
Basic Requirements

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
