GENERAL DESCRIPTION This position works under the supervision of the Director of Information Technology or designated supervisor. The primary function of the System Administrator III as a Network Engineer is to develop and maintain the City of Abilene's network and infrastructure environment to include operation and maintenance of hardware, software, telecom, and computing infrastructure. The primary focus of this position is to perform various technical administration and maintenance tasks relating to the configuration, installation, troubleshooting, repair, and general maintenance of City network and infrastructure equipment, on premise and/or cloud hosted systems, as well as any peripheral devices, and associated networks.
SUPERVISION EXERCISED System Administrator III (Network Engineer) – This position exercises technical leadership over lower-level staff as directed and provides leadership of technology teams.
IMPORTANT AND ESSENTIAL DUTIES Responsible for advisories, assessing what actions may need to be taken and writing up recommendations for approval.
Responsible for monitoring and responding to alerts from the server infrastructure while maintaining expected performance and troubleshooting issues. If an exception must be made in a response, a recommendation must be made soliciting approval of the exception.
Identifies performance bottlenecks and areas for improvement and implementing solutions to optimize system performance.
Knowledge of all telecommunications systems including analog and VoIP.
Ensures that the system's architecture complies with the industry standards, regulations, and best practices.
Responsible for developing and maintaining Department specific system documentation, including architecture diagrams, data flow diagrams, and technical specifications.
Responsible for designing the overall structure and architecture of a system, which includes decisions about hardware, software, networking, and other technologies required.
Responsible for the implementation and enforcement of security policies and procedures, while assisting in the monitoring of security breaches and response to incidents.
Develops and maintains the integration of security measures into the system architecture, including data encryption, access control, and threat mitigation.
Responsible for ensuring all components of a system work seamlessly together. This may involve integrating existing systems or components with new ones.
Evaluates and selects appropriate technologies, tools, and platforms for the system, considering factors such as scalability, security, and cost.
Implementing backup and recovery strategies to ensure data and systems availability in the event of failures or disasters.
Creates prototypes or proof-of-concept models to test and validate design concepts before full-scale development.
Works closely with cross-functional teams, including software developers, network engineers, database administrators, and projects managers, to coordinate and execute the system development process.
Assesses the cost implications of architectural decisions and identifies cost-effective solutions.
Provides input to City IT Master Plan and the financial Technology Fund Plan.
Assist other technical services staff and departmental staff.
Operate a City vehicle, as needed, to travel to various City and/or County locations.

Assists in the integration of security measures and compliance considerations.
Monitors the performance and availability of servers and network devices.
Maintain documentation of system configurations and changes.
Contribute to the development of prototypes or proof-of-concept models to test and validate design concepts.
Gathering and analyzing system requirements, ensuring alignment with business goals and objectives.
Designing systems architecture, making decisions about technology selection, component integration, and high-level system structure.
Licensing models and methods for related products and services.
Leading professional cross functional teams in the fields of technology and project/program management.
Develop and align the system architecture with the organization's long-term strategic goals and technology roadmap.
Work closely with stakeholders to define, prioritize, and manage system requirements.
Oversee the integration of security measures and compliance requirements into the architecture.
Lead the evaluation of new technologies and tools.
City funding and acquisition methods, including contracting for professional services.
Skill to: Understand network addressing, routing and firewall configurations.
Understanding of security principles, including authentication, authorization, and data encryption.
Develop and collaborate on documentation, policies, procedures, and plans in alignment with industry and local government standards.
Contributes to enhancing existing systems and processes based on new knowledge and industry trends.
Understanding of how systems fit into the broader enterprise architecture.
Extensive experience with cloud platforms such as Azure or Google Cloud.
Strategic thinking and the ability to create long-term technology roadmaps.
Administer and maintain cybersecurity related software and systems.
Lead teams through communication and collaboration to achieve team consensus and success in the accomplishment of team objectives.
Lead enterprise-level architecture initiatives, aligning technology solutions with long-term business strategies.
Expertise in designing and managing complex, multi-cloud, and hybrid cloud environments.
Comprehensive knowledge of cybersecurity, including advanced threat modeling and security protocols.
Participate and contribute collaboratively in City and IT strategic and financial planning activities.
Solicit, administer, and monitor professional contracts.
Assist in budgeting, expense management, and financial planning regarding systems and cybersecurity software, services, and systems.
Ability to: Collaboratively discuss the configuration of network addressing, routing, and firewall methods and its effect on cybersecurity.
Identify and propose solutions to cybersecurity threat vectors and surfaces.
Write technical documentation, proposals, and language supporting the systems architecture.
Acquire and use new information, methods, and technologies related to the systems architecture.
Apply new methods and technologies to address the needs of the City.
Work with the IT Department, City departments and external entities to create and maintain incident plans.
Take part in cybersecurity tabletop exercises to practice incident plans.
Propose and solicit changes to the systems and infrastructure based on new information, methods, and technologies.
Develop expertise in the administration and maintenance of related software and systems.
Take responsibility for contracting and performance of professional services.
Take responsibility for the creation, implementation, and maintenance of strategic, financial, and incident plans.
Participate in and take responsibility for financial activities related to the systems and infrastructure.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines: For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience: Four (4) years of experience with relevant computer equipment and software applications is required.
Three (3) years of experience with systems architecture and infrastructure methods and technologies is required.
One (1) year of team leadership is preferred.
Education/Training: A Bachelor's or Master's degree in, Computer Science, Network Engineering, Software Engineering, Computer Information Systems, or related field is preferred.
License or Certificate: A valid Texas driver's license: the ability to obtain one within ninety (90) days, or a military waiver is required.
Certificate in Cybersecurity is preferred.
Obtaining a Criminal Justice Information System (CJIS) Certificate is required.
Obtaining a Texas Law Enforcement Telecommunications System (TLETS) Certificate will be required.
Special Requirements: Ability to work in a standard office environment.
Work is primarily performed in a climate-controlled office environment.
Exposure to electrical hazards.
Ability to travel to different work locations.
