Job Description and Duties The Training Developer will design and develop instructional materials that support departmental needs. The position is responsible for all stages of the design, implementation and ongoing maintenance of eLearning materials, course curriculums, and other content to support the deployment of the FI$Cal system. Working Conditions At FI$Cal, we offer a remote-centered position with the flexibility of telework for three or more days per week. In-office attendance is mandatory on designated days. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.
This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked.  The incumbent should be available to travel as needed and is expected to perform functions and duties under the guidance of the Department of FISCal's core values. The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.
This position requires prolonged sitting in an office-setting environment with the use of a telephone and personal computer.  This position requires daily use of a copier, telephone, computer and general office equipment, as needed. This position may require the use of a hand-cart to transport documents and/or equipment over 20 pounds (i.e., laptop, computer, projector, reference manuals, solicitation documents, etc.). The incumbent must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. The incumbent must maintain regular, consistent, predictable attendance, maintain good working habits and adhere to all policies and procedures.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with Department of FISCal.
Special Requirements The position(s) require(s) a Background Investigation be cleared prior to being hired. The incumbent will use tact and interpersonal skills to develop constructive and cooperative working relationships with others, e.g., stakeholders, customers, management, peers, etc., to facilitate communication to improve the work environment and increase productivity.
Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• A bachelor's degree in education, instructional design, communication, or related field.
• The ability to communicate clearly, concisely, and accurately both verbally and in writing.
• Proficiency communicating with clients/customers/end users in writing (e.g., emails, letters, memos, etc.).
• A working knowledge of a range of training delivery methods, instructional tools, evaluation techniques, online or multimedia training principles and best practices of synchronous and asynchronous learning.
• Training or experience with using eLearning software, platforms, and authoring tools (e.g., Captivate, UPK, Camtasia, Powtoon, or others).
• 1 year of experience developing, reviewing, revising, maintaining, and updating various types of documentation/learning materials (e.g., job/desk aids, manuals, presentations, learning content, etc.).
• 6 months experience delivering training content, facilitating meetings, or presenting to large groups.
• 1 year experience as an administrator using and managing a Learning Management system.
• 1 year experience as a support or primary point of contact for customers/clients.
• 1 year experience communicating and developing training content for large and diverse audiences.
• A basic understanding of accounting principles.

What do you find most helpful about participating in peer review? What challenges have you had participating in peer review? How did you overcome those challenges? Write a detailed description of your experience learning and using various eLearning software, platforms, and authoring tools to create training for large and diverse audiences.
