JOB SUMMARY
This position is located in the Martin Luther King Memorial Library Office of Public Safety/Police (OPS). The Office of Public Safety is committed to the prevention of crime, protection of life and property, and the preservation of peace and order. Providing a safe environment for our staff and the public is of the utmost importance to us. We want to enable everyone to feel protected as they utilize all that the DC Public Library has to offer. The incumbent has the responsibility of providing training for the Special Police Officers and ensuring mandatory certifications are obtained.
The Training Specialist provides instructions to new recruits, providing pre-service training to new hires; as well as ongoing in-service training for certifications requirements by MPD DCRA. Reviews training plans, orders and actions, and assess measures of performance and measures of effectiveness for specific tactical tasks to provide focused feedback; developing curriculum using methodology; establishing criteria that includes content course material and aides; making the arrangements, as necessary, for conducting the training; and providing guidance, assistance and technical support to management on the solutions to training problems or situations.
DUTIES AND RESPONSIBILITIES
* Serves as the Public Safety Training Specialist in training matters for operational requirements and improvements; responsible for the development, delivery, and evaluation of the DCPL SPO training program.
* Plans, organizes, and instructs/manages entry and intermediate-level training in defensive tactics, firearms training courses, which may include basic and advanced firearms, the use of force, and other specialized law enforcement trainings.
* Provides oversight, quality assurance and development of all training lesson plans, training records, required in-service training, and is responsible for coordinating the training of all officers in law enforcement activities including weapon system/firearms.
* Implements training, as directed by U.S. Constitutional law, relevant case law, regulatory standards and policies, and expends training initiatives, as needed. Tracks progress on mandated training efforts, as well as outcomes related to training.
* Excellent oral and written communications skills sufficient to prepare and present pertinent information.
* Responsible for researching, developing, adapting, revising, coordinating, and presenting lesson plans and other associated course materials covering various course tasks.
* Monitors and evaluates student performance to determine achievement of course requirements; conducts surveys to obtain feedback on the quality of training; interprets results and provides recommendations to initiate appropriate changes to course or course of instruction.
* Maintains an awareness of current trends in methodology and techniques of training to identify and prepare solutions to problems concerning course content, instructional delivery and training materials.
* Facilitates live and web-based sessions in support of knowledge and proficiency.
* Monitors training presentations of instructors, comparing material presented, and methods used against established programs of instructions, lesson plans, etc.
* Makes recommendations to supervisors regarding new requirements, and the need for changes in existing standards and guidelines that are given great weight for the department/organization.
* Performs other related duties as assigned.
QUALIFICATIONS
The incumbent must possess a Bachelor's degree in Criminal Justice, Education or related field or a related field or five years of experience in adult education, law enforcement, curriculum development or applicable area. In addition to a minimum of 5 years of law enforcement/public safety experience and training as a certified General or Specialized Instructor and possess current law enforcement training certifications. In addition, the following is required:
* Possess a current Firearms Instructor Certification (District of Columbia, Maryland, or Virginia - ability to get authorization by MPD to teach in DC)
* Substantial experience in Use of Force training.
* Able to communicate effectively, clearly and concisely (orally and in writing).
* Proficient in computer skills including Microsoft Office Suite, Adobe applications, Microsoft Edge, etc.

* Knowledge of the DC Code
* OC Instructor certification
* Baton & Handcuff Instructor certification
* First Aid/ Adult and Infant CPR/ AED Instructor Certification
Other Significant Facts
* The incumbent serves at the pleasure of the appointing authority.
* The incumbent is required to be in good physical condition and be mentally stable to perform the work. Pre-employment drug testing, FBI criminal background check, and education verification required.
* The duties and responsibilities of this position are vital to the D.C. Public Library to provide emergency services.
* The incumbent of this position is therefore designated as an essential employee. This position is also subject to twenty-four hour calls which means that services will be required in situations when it is deemed to be appropriate in the public interest to release most employees from duty. (Reference DPM Instruction 12-12).
Residency Requirement
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
General Suitability Screening
This position is subject to general suitability screening; verification of employment history, reference checks and degree/license, as applicable. The appointee to the position may be offered employment contingent upon receipt of a satisfactory general suitability screening.
Enhanced Suitability Screening
The position for which the individual is applying has been identified and designated as requiring enhanced suitability screening; If tentatively selected for the position, a criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test will be conducted (as appropriate); and the appointee to the position may be offered employment contingent upon receipt of a satisfactory enhanced suitability screening.
Employment Benefits
Selectee will be eligible for Sick & Safe :eve at the rate of 1 hour for every 37 hours worked.
