Primary Purpose
Responsible for providing leadership, strategic planning, vision, and operational activities for Advanced Practice Providers (APPs).
For each service line overseen, responsible for activities inclusive of planning, budgeting, peer review, quality improvement, policy development, coordination of clinical services, oversight of APP managers and APP Leads, and collaboration with physicians and administration to ensure high quality, patient centered services.
Minimum Specifications

Education
Physician Assistant:
Bachelor's Degree from an accredited college or university and successful completion of an accredited Physician Assistant Program recognized by the Accreditation Review
Advanced Practice Registered Nurse (APRN):
Master's Degree in Nursing accredited through the Commission on Collegiate Nursing Education (CCNE) or the Accreditation Commission for Education in Nursing, Inc. (ACEN).
Doctor of Nursing Practice preferred.
Experience
Must have eight years of clinical experience in an Advanced Practice Role.
Must have three years of leadership experience.
Equivalent Education and/or Experience
May have an equivalent experience to substitute for the education requirements.
Certification/Registration/Licensure
Must have current healthcare provider BLS for Healthcare Providers certification from one of the following: American Heart Association
American Red Cross
Military Training Network

Must meet and maintain licensing and registration requirements as delineated by the Medical Staff Bylaws, Medical Staff Rules and Regulations, and Credentialing Policies/Procedures.
Physician Assistant: Current, valid Physician Assistant licensure from the Texas Board of Physician Assistants.
Current certification as a Physician Assistant by the National Commission on Certification of Physician Assistants.
Advanced Practice Registered Nurse (Nurse Practitioner): Current RN licensure from the Texas Board of Nursing; or, valid Compact RN license.
Current licensure from the Texas Board of Nursing as an Advanced Practice Registered Nurse (APRN) with authorization to practice as a Family, Adult, Gerontology, Adult Gerontology, Adult-Gerontology Acute Care, Acute Care, Pediatric, Pediatric Acute Care, Psychiatric Mental Health or Women's Health Nurse Practitioner.
Must have active certification as Nurse Practitioner by one of the following:
Family Nurse Practitioner (FNP) by American Nurses Credentialing Center (ANCC) or American Academy of Nurse Practitioners Certification Program (AANPCP) - OR -
Adult Nurse Practitioner (ANP) by ANCC or AANPCP - OR -
Gerontology Nurse Practitioner (GNP) by ANCC or AANPCP - OR -
Adult-Gerontology-Primary Care Nurse Practitioner by ANCC or AANPCP -OR-
Adult-Gerontology-Acute Care Nurse Practitioner by ANCC or American Association of Critical-Care Nurses Certification Corporation (AACNCC) -OR-
Acute Care Nurse Practitioner (ACNP) by ANCC or AACNCC - OR-
Pediatric Nurse Practitioner - Primary Care (PNP-PC or PPCNP) by Pediatric Nursing Certification Board (PNCB) or ANCC -OR-
Pediatric Nurse Practitioner - Acute Care (PNP-AC) by PNCB -OR-
Psychiatric Mental Health Nurse Practitioner (PMHNP) by ANCC - OR
Women's Health Nurse Practitioner (WHCNP) by National Certification Corporation.
Advanced Practice Registered Nurse (Certified Nurse Midwife): Current RN licensure from the Texas Board of Nursing; or, valid Compact RN license.
Current licensure as an Advanced Practice Registered Nurse (APRN) with authorization to practice as a Nurse Midwife by the Texas Board of Nursing.
Must have active certification as a Certified Nurse Midwife (CNM) by the American Midwifery Certification board (AMCB) or its predecessor.

Must demonstrate knowledge and skill in resource management, personnel management, APP billing, and budgeting.

Must demonstrate knowledge of Parkland policies, structure, procedures, and mission.
Must demonstrate patient centered behaviors.
Responsibilities
Serves as a liaison to Senior Administration for APPs.
Responsible for effective fiscal management of all service lines overseen.
Prepares the annual budget, incorporating Parkland and service line goals.
Periodically analyzes revenue and losses, revising budgets, staffing, critical staffing levels, billing, facility access, or other practices to accommodate cost effective quality care.
Investigates, evaluates and implements expertise in cost management from diverse sources.
Administers the operating, capital and payroll budgets to ensure that the departments have the necessary funds to carry out the goals and objectives that have been established for their service lines.
Responsible for implementing quality management practices in support of patient centered/patient valued services.
Collaborates with Quality and Risk management staff to develop, implement and evaluate quality indicators such as quality check lists, chart audits, patient/employee surveys, and monitor trends.
Incorporates relevant studies and findings (infection control, customer service, etc.)
into service line practices.
Identifies and analyzes the design of jobs, work processes, and flows for the departments and implements appropriate changes to improve effectiveness, productivity and efficiency that support the overall goals of Parkland.
Acts as a clinical and managerial resource for physicians, APPs, faculty, administration, other departments, staff, patients, and families.
Researches information, delegates tasks in response to directives in a timely and appropriate manner, and demonstrates responsiveness to innovation and cross-discipline expertise.
Actively involved in any peer review of behavioral or clinical incidents.
Makes recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
Serves on multidisciplinary and departmental committees.
Participates in hospital wide and interdisciplinary committees such as the Ethics Committee, Medical Services Adverse Events Committee, and others as assigned by Senior Administration.
Attends management and staff meetings.
Collaborates with other colleagues in project management.
Maintains positive working relationships with all levels of physician, APP, and nursing staff, ancillary services personnel, other hospitals and state, federal or local agencies to ensure effective communication and cooperative working relationships.
Maintain active and harmonious relationships with local APP schools to advance Parkland's educational mission and to identify potential future employees.
Develops and increases knowledge of shared governance through literature review, research and professional development opportunities.
Promotes best practice and champions shared governance for the organization.
Promotes the enculturation of shared governance across the organization to include ancillary members as appropriate.
Assists management in developing annual goals and objectives for use that reflect the mission and philosophy of Parkland and meet the Perianesthesia initiatives.
Holds staff accountable for goals.
Develops and implements strategies to improve department performance and meet operational targets in collaboration with the management team.
Serves on multidisciplinary, department and nursing committees as selected and assigned, supports house wide nursing initiatives.
Serves as a liaison and patient advocate.
Assesses support services needed, expedites discharge, investigates and follows up on patient inquiries, complaints, injuries/incidents to ensure high quality care.
Promotes respect for patient rights.
Serves as the facility wide manager in the absence of the director.
Job Accountabilities

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure.
Integrates knowledge gained into current work practices.
Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area.
Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans.
Seeks advice and guidance as needed to ensure proper understanding.
Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
Ensures that assigned employees receive opportunities to further their knowledge.
