Duties The incumbent is responsible for formulation, execution and management of the budgetary plan and operations of all MIRECC components as directed by the MIRECC Director and/or his/her designee(s). Specifications of this duty include:
Exercising central budget control of the MIRECC appropriations that are approximately $4+ million annually. The incumbent reviews all MIRECC expenditures to ensure that they are appropriately charged to MIRECC funds. Prepares budget projections and analysis for future projects and fiscal years.
Establishes and controls Blanket Purchase Agreements with vendors for recurring needs. Controls internal system for records and files and keeps them available for immediate recall and inspection upon request by staff or auditors. Serves as principal contact with the procurement office.
Provides the Director and Co-Directors with full information and specific recommendations concerning all administrative aspects of managing a large center grant within VHA. Such recommendations will require a thorough analysis of problematic situations and clear understanding of VHA guidelines that may apply.
Ability to maintain, analyze, organize, and present, orally and in written form, complete and accurate budgetary data to the MIRECC.
Ability to independently establish priorities and meet deadlines, identify budgetary shortfalls, and initiate all reprogramming actions required to ensure that the MIRECC is financially sound.
Initiative, resourcefulness, and original thinking are necessary in the interpretation and adaptation of policies and procedures of the Veterans Affairs VISN 5 and in coordinating affairs across all facilities. Incumbent is expected to develop and establish procedures for operation where none exists.
Demonstrated knowledge of computers and software applications necessary for business management, budget formulation, and database maintenance, and the ability to quickly learn VAMC software packages.
Must perform with a very high degree of independence.
Resolves problems presented by conflicting program and budget data, and identifies and recommends alternatives to accomplish management objectives within funding constraints.
The work is usually performed in an office environment, meeting rooms, or similar settings. Travel involves the normal risks and discomforts of automobile, bus, rail or air transportation to meetings or other MIRECC sites within the VISN and across the country.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and skill in VA business practices, general understanding of issues related to anesthesia programs and scientific studies.
PREFERRED EXPERIENCES Experience in coordinating finances and related actions that include both special purpose dollars and VA Office of Research and Development (VA ORD) dollars.
Experience in coordinating financial and personnel administrative management across VA facilities and academic affiliate programs.
Knowledge of and experience in preparing research award budgets as part of VA ORD award submissions.
Experience working with the Baltimore Research and Education Foundation.
