The State of New Hampshire, Department of Health and Human Services, Bureau of Elderly and Adult Services has a full time vacancy for Administrator II.
SUMMARY:
Provides leadership and oversight in the development and facilitation of Case Management and Participant Directed and Managed Services (PDMS) for those receiving and those eligible for services through the Division of Long Term Supports and Services (DLTSS). Plans short and long term organizational and program goals by developing strategic initiatives and objectives and provider engagement projects, and implementing data-informed benchmarks to evaluate program success within the Choices for Independence Program (CFI). Partners with other Bureaus to implement strategic initiatives and community-based partnerships. Supports the administration of agency objectives and management functions of New Hampshire's No Wrong Door System of Access for Long Term Services and Supports (NWD), NHCarePath by assessing program performance and needs, including oversight of Eligibility Coordinators. Reports to the Bureau Chief Bureau of Elderly and Adult Services (BEAS).
RESPONSIBILITIES:
Oversees and monitors the development and implementation of strategic initiatives and objectives, community partnerships, training materials, guidance, reporting and resources to promote and advance PDMS services for older adults, and adults with disabilities and chronic illnesses participating in the Choices for Independence Waiver (CFI).
Acts as a representative of the Department in a variety of collaborative stakeholder and advocacy groups supporting the advancement of BEAS initiatives and objectives, including the CFI Independent Case Management group, the NH Charting the LifeCourse Framework Steering Committee, and Participant Directed and Managed Services stakeholder groups. Develops and implements innovative, effective and sustainable provider and participant engagement projects to increase capacity of PDMS within CFI.
Reviews and evaluates Case Management and PDMS quality outcomes of Waiver-related service definitions, limits, sub-assurances, performance measures, and participant experience.
Establishes performance indicators utilizing industry benchmarks to appropriately measure program success. Designs and implements reporting formats for regulators to monitor results. Acts as the subject matter expert in policy development relative to Case Management and PDMS.
Plans, develops, and evaluates technical assistance strategies for CFI Case Managers, CFI Providers, and PDMS stakeholders in the development of service delivery.
Oversees the contractual performance of NWD contracts, including defining performance standards, providing technical assistance, and ensuring the appropriate training of contractors.
Analyzes federal guidance and regulations, and state mandates for program implementation issues and impacts on NWD programs. Oversees the research and evaluation of New Hampshire specific requirements for program administration and serves as the Department's liaison with federal partners.
Establish NH's NWD governance structure to ensure the establishment of policies and continuous monitoring of the proper implementation of a NWD System by the members of a governing body, and enhances the advancement and visibility of the NWD System. Governance includes the mechanisms required to balance decisions among multiple partners, share resources, develop action plans, and ensure quality and accountability across all NWD functions.
Provides consultation, integration, and collaboration for the advancement of Case Management and PDMS with Department partners such as, but not limited to, Division of Public Health Services, Division of Economic and Housing Stability, Division of Behavioral Health, Division of Client Services, Division of Family Assistance, Division of Medicaid Services, and New Hampshire Hospital. Collaborates with and/or provides technical assistance and guidance to a variety of interdisciplinary, statewide programs within DHHS.
Represents the Bureau to promote a coordinated, responsive service and community system for people with disabilities by participating in a variety of collaborative grants and initiatives. Provides representation on behalf of BEAS and DHHS in local, statewide, and department meetings.

MINIMUM QUALIFICATIONS: Education: Master's degree from an accredited institute of higher education with major study in human services, business or health administration, aging, nursing, psychology, or a related field.
Experience: Six years of experience in human services, business or health administration, aging, physical disabilities services, nursing, psychology, or a related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
OR
Education: Bachelor's degree from an accredited institute of higher education with major study in human services, business or health administration, aging, nursing, psychology, or a related field.
Experience: Seven years of experience in human services, business or health administration, aging, physical disabilities services, nursing, psychology, or a related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification: Must possess a valid driver's license and/or have access to transportation for use in both in and out of state travel.
PREFERRED QUALIFICATIONS: A Master's degree is preferred. Experience in facilitation of group process. Experience working in the healthcare field with successful background in integration of healthcare systems. Experience functioning effectively and collaboratively as a member of a legislative, community, or work team.
PREFERRED WORK TRAITS: Strong verbal and written communication skills. Strong problem-solving skills, time management, and organization skills. Knowledge of the healthcare field.
