IMPORTANT INFORMATION
Working Condition: Remote but there is an expectation that the position has the ability to go to the administrative office or attend Conferences or meetings occasionally.
This position is permanent, full time, and represented by SEIU.

WHAT YOU WILL DO
The purpose of this position is to conduct economic, technical, and policy analysis related to OHCS's Affordable Rental Housing funding strategies and priorities. This position will participate in program development, planning; develop and implement operational controls and reporting that serve to increase efficiency, clarity, and alignment with diverse efforts. The position will assist and/or lead new program implementation and one time program offerings.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. The data is clear: too many Oregonians are without a safe, stable, and affordable place to call home.
OHCS is placing a greater emphasis on strategic planning and the way we invest our resources. Recently, we have restructured, refocused, and reimagined our agency. OHCS committed to the Housing Stability Council and our stakeholders that the plan will be responsive to the needs of the state.
OHCS released its Building Oregon's Future: 2023 Annual Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

Affordable Rental Housing
Oregon Housing and Community Services (OHCS) provides stable, affordable housing and engages leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS' vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.
OHCS's Affordable Rental Housing division provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing division administers a host of high-profile state programs with a high level of visibility to state elected officials. The Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the financial underwriting to develop new multifamily affordable rental units and for the acquisition and rehabilitation of multifamily affordable rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 State Contracts to ensure effective provision of thousands of affordable rental homes for the state of Oregon. The division oversees complex real estate transactions, manages risk, and facilitates financing to reach a diverse array of communities and stakeholders to best meet Oregon's affordable housing needs.
Affordable Rental Housing Division: Planning and Policy Section
The Planning and Policy section of the Affordable Rental Housing division is responsible for the implementation, oversight, and coordination of the division's activities. This includes implementation of new programs, coordinating changes in policy, facilitating program development stakeholder outreach; leading training and capacity building efforts; and ensuring opportunities for consistent, transparent engagement opportunities for the division's stakeholders, which will include the planning and coordination of a statewide housing conference. This group is responsible for participating in Agency planning efforts including reporting and metric tracking, planning, and programming the use of Agency development resources, developing concepts for legislative agendas, initiative planning and affordable housing systems thinking and coordination across the state. The Planning and Policy section collaborates with program and compliance staff on new program development, and leads the operationalization and implementation efforts, as well as facilitating efforts to innovate and streamline existing programs.
