About the Work Unit
This position leads the Passenger Rail Team, which is part of the Division of Transit and Rail (DTR), which is under the Office of Innovative Mobility (OIM) at CDOT. OIM focuses on increasing multimodal transportation options to help decrease congestion, emissions and improve safety on our roadways. The Office focuses on four key transportation areas: electrification, mobility services, mobility technology and transit and rail. DTR is responsible for the planning, development, finance, operation, and integration of transit and rail services into the statewide transportation system. The Passenger Rail Team plans, develops, and oversees the development and operation of passenger rail statewide including, but not limited to, service development planning; compliance with the National Environmental Policy Act (NEPA) and other requirements; developing projects and supporting project development where execution falls within state purview; and working with other entities including state enterprises to develop and execute funding and financing plans for projects that support passenger rail. The Passenger Rail Team also provides analysis that informs a range of projects and plays a key role in pursuing federal funding and financing.

About the Position
As the Assistant Director of Passenger Rail, you will lead, manage, and supervise the Passenger Rail Team, provide strategic direction to team projects and initiatives, provide technical and policy analysis and recommendations to Executive Management, and work collaboratively with interdisciplinary teams including both CDOT employees and external stakeholders to plan, deliver, and oversee operations of transformative rail projects. Successful applicants should show strong management and/or project management and delivery experience, with demonstrable results attributable to their work.
There is one position that will be filled at either the Management or Professional Engineer III classification, depending on the qualifications of the selected candidate.

Starting Pay Range Management classification - $103,644-$134,724/year Professional Engineer III classification - $115,740-$138,876/year Minimum Qualifications Management classification: Experience Only: 10 years of experience related to the major duties of the position. At least 6 years of progressively responsible professional experience in transit, rail, or transportation planning, development, and/or management. At least 2 of these 6 years must include experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives. Up to 4 years of experience may be more general, related to business administration, public administration, finance, urban and regional planning, and/or civil engineering. OR Education and Experience: A combination of relevant education and experience equal to at least 10 years, which must include 2 years of experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives. Education from an accredited college or university with coursework in Business Administration, Civil Engineering, Finance, Public Administration, Urban and Regional Planning, or another field of study related to the duties of this position will be considered. Progressively responsible professional experience in transit, rail, or transportation planning, development, and/or management will be considered. Professional Engineer III classification: Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors. AND 3 years of professional experience as a licensedprofessional engineer. At least 1 year of this experience must be at the level of a unit supervisor, staff authority, or equivalent. Preferred Qualifications
The exceptional applicant will be an experienced rail or transit professionaland will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section; Years of State service experience related to the duties of this position; Highest work/personal ethics and integrity; Subject matter expertise on transit industry trends, innovations and challenges and a desire to advance transit and multimodal options that benefit Colorado; Comprehensive experience in public and/or private management of a multimillion dollar program/organization in the field of transit or rail; Comprehensive knowledge and experience with Federal and State statutes and regulations that impact local and statewide transit and rail issues; Experience delivering high-impact infrastructure rail, transit, and/or roadway projects; Experience managing complex technical transportation projects that include environmental and other clearances, developing executable plans, and achieving accurate and realistic funding and financing plans; Experience with public outreach and building trust with a variety of stakeholders; Experience supervising professional and support staff; Knowledge and experience in working with a wide customer base and incorporating diverse viewpoints; Excellent analytic and strategic planning skills; Ability to develop and maintain strong stakeholder relationships; Leadership and vision across multidisciplinary groups; Holding self and others accountable for behaviors, performance results, and service delivery; Ability to take initiative to solve problems in an innovative manner; Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive; Ability to negotiate mutually acceptable solutions and build consensus; Strong time and project management skills, including prioritization and multi-tasking ability; Excellent facilitation, presentation, and communication skills, both written and oral; Fluency in Google Suite (Gmail, Docs, Sheets, Slides) or equivalent, Gmail, COTRAMS, SAP, and the ability to quickly learn other software systems.
