The Assistant Director, TSD Construction will manage one of the following areas within the Greenline Ext Project Office. Facilities & Change Control, Systems & Rail Activation, or Civil and Special Projects. Each position is responsible for the day-to-day operations and management of their respective teams and plays a central role in the planning process for their areas. In conjunction with the Deputy Director, TSD, these positions will be responsible for coordinating construction projects.
The Assistant Director, TSD Construction -Civil and Special Projects reports to the Director, TSD Design and Construction. This position supports the Director in the management of civil construction contracts and special projects. Overseeing project civil construction staff and activities, manage consultant contracts for construction and quality management services.
The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
Assistant Director, TSD Construction-Civil and Special Projects

Manages Construction Managers, Quality Managers, and Council Authorized Representatives as they administer the Civil Construction contract and special projects, both directly and through supervision of the appropriate internal and external resources. Coordinates with the Assistant Director, Design and Engineering and the engineering team on design activities before, during and after construction. Coordinates with the Assistant Director, Project Controls / Contracts and the project control team on contract development, cost estimation, scheduling, and risk analysis activities before, during and after construction. Oversees Civil construction and special project activities and contracts in the field. Provides senior level management and oversight of the Civil construction and special projects staff, including Construction manager, Quality Assurance Manager and Council Authorized Representatives. Oversee project schedule and budgets related to design and construction of Construction Management Support Services, Quality Management Services, Civil Construction contract and special projects. Responsible for resolving significant conflicts or claims that arise, seeking input and concurrence from higher levels of management as may be appropriate. What education and experience are required for this job (minimum qualifications)
Any of the following combinations of experience in engineering, construction management, contract administration, and/or project management, that also includes supervising design or construction personnel in public agency or similar organization and completed education degree field of study in engineering, construction management, architecture or closely related field:

High school diploma/GED with twelve (12) years of experience, including five (5) years of experience in management or supervision. Associate degree with ten (10) years of experience, including five (5) years of experience in management or supervision. Bachelor's degree or higher with eight (8) years of experience, including five (5) years of experience in management or supervision. Licenses, Certificates: Must have a valid driver's license. What additional skills and experience would be helpful in this job (desired qualifications): Managing contracts including negotiating change orders and resolving claims. Supervisory and management experience, including providing work direction, performance management, coaching, and counseling staff. Previous experience working in a multi-agency project office or environment. Public sector management experience. Professional Engineer's License or Project Management Professional Certification preferred, but not required. What knowledge, skills and abilities you should have within the first six months on the job: Knowledge of construction management methods and techniques including latest construction procedures and best practices. Knowledge of engineering design and construction of public works and facilities projects. Knowledge of tools and techniques for planning, budget and schedule preparation, implementing, and constructing projects. Knowledge of governmental agency unit budget preparation and of policies and procedures for developmental and implementation of capital projects. Knowledge of the project management strategies including risk management, safety standards and procedures. Knowledge of FTA, federal, state, and local rules and regulations. Skills in effective Time management Skilled in contract management, project management, identifying risks and developing mitigation plans. Ability to manage more than one task at a time and prioritize workload. Ability to think strategically, analyze issues and make sound recommendations and decisions. Ability to see the big picture and how the individual items fit together Ability to prepare and present concise status reports. Additional information

Work is primarily performed in a standards office setting; however, there will be some travel from primary work site to other sites and to construction sites, and occasionally out of state. At times the incumbent in this position will be exposed to outdoor weather conditions, near moving parts and equipment, fumes and airborne particles and electrical items.
