The California Air Resources Board's (CARB), Industrial Strategies Division (ISD) is seeking a dedicated, experienced professional to serve as Assistant Division Chief (ADC), working under the general direction of the Division Chief (DC). The ADC will assist in planning, organizing, and directing the activities of ISD; advise the DC on program and administrative policy matters relating to division responsibilities; and work with the DC and Executive Office to strategically plan current and expanding program work. The ADC provides direction and decision-making for programs; coordinates activities of the division with other divisions and the Executive Office; assists in determining division policies and procedures; obtains, monitors, and allocates available budgetary and personnel resources within the division; consults with the Division Chief, Branch Managers, and other members of executive management regarding policy and program development and evaluation; completes and directs special projects as requested by the Division Chief, Executive Officer, or the Board Members; and acts as DC in the Chief's absence.
The ADC must possess advanced knowledge of California's climate change and air quality programs and have familiarity with major programs implemented by ISD including but not limited to: California's Cap-and-Trade Program; the Assembly bill (AB 32) Scoping Plan; emissions reporting programs; Short-Lived Climate Pollutants Strategy; Low Carbon Fuel Standard; conventional fuels programs; energy, agriculture and waste sector programs; environmental justice-related activities including the Environmental Justice Advisory Committee; and Natural and Working Lands and Carbon Management Programs. The ADC will have direct responsibility over several branches within ISD, the exact division of labor and responsibilities to be determined by the DC. The ADC must possess the experience and skills needed to prepare and deliver written and verbal communications at the highest levels to support a large suite of division programs and must have experience working with the legislature and legislative offices.
Working ConditionsThis position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
Position located in a high-rise building.Requires being stationary, consistent with office work, for extended periods.Standard office environment (artificial lighting, controlled temperature, etc.).Daily use of a personal computer, office equipment, and/or telephone.Statewide, domestic and international travel may be required.Minimum RequirementsYou will find the Minimum Requirements in the Class Specification.
