Purpose Statement/Position Summary: The Assistant General Counsel serves within the Office of the General Counsel of Children's Hospital Los Angeles (CHLA) and provides legal support to CHLA, in order to advance its mission with an overall objective of minimizing organizational liability. The Assistant General Counsel (AGC) serves within the Office of the General Counsel of Children's Hospital Los Angeles (CHLA) and provides legal support to all levels and groups in order to advance CHLA's mission, minimize organizational liability and ensure compliance with laws and guidelines. This position would specifically be responsible for providing legal advice and counsel regarding healthcare law regulatory compliance and healthcare transactions matters.
This AGC role will focus on Regulatory Compliance but is expected to practice and support CHLA in multiple legal areas.
Ideal candidates will demonstrate skill and knowledge in the following areas: Fraud and Abuse Counseling. Strong understanding of Federal and State healthcare regulatory landscapes and experience providing clear, practical guidance in structuring transactions, policies, and business operations to comply with regulatory structures, including but not limited to false claims acts, self-referral and anti-kickback limitations, corporate practice of medicine, and health information privacy laws.Cybersecurity, E-Health and Privacy. Knowledge of cybersecurity, e-health, telemedicine, and health information privacy and experience advising on how to implement new technologies and methods of health service/information delivery, while mitigating risks and complying with laws in these areas, including but not limited to Health Insurance Portability and Accountability Act (HIPAA), the Health Information Technology for Economic and Clinical Health Act (HITECH), the European Union Data Protection Directive and state laws governing privacy of personal medical information.Reimbursement and Regulatory Counseling. Knowledge of healthcare payor processes, including those of government programs such as Medicare, Medicaid, and 340B, and the reimbursement or finance related matters, including but not limited to claim disputes, cost reporting, coding, discounts and rebates, educational and research grants, personal services relationships, gifts and business courtesies, etc.Regulatory and Enforcement Agencies. Understanding of the roles of Federal and State regulatory and enforcement agencies and experience interfacing with such agencies. Knowledge and experience in voluntary disclosures and government negotiations related to issues uncovered via such audits or investigations a plus.Attorney Directed Audits and Investigations. Experience directing and overseeing privileged audits and investigations.Licensing and Certification Issues. Knowledge of healthcare licensing programs and experience with state and federal agencies licensing departments/agencies and accreditation organizations.Research Compliance. Knowledge regarding regulatory issues that arise in clinical research, including but not limited to conflicts of interest, research misconduct, export control, data management, grants/funding, and safety.Ideal candidates will demonstrate the following traits: Resourcefulness, strong intellectual curiosity, and ability to quickly learn complex systems and their legal framework.Agility in prioritizing and managing multiple, simultaneous projects while working under pressure and with tight deadlines.Program management, planning, and analytical capabilities in legal projects.Proactive, inspirational, and collaborative leadership style.Exceptional interpersonal and communication skills with proven experience in relationship building and partnering. Government litigation/enforcement experience (e.g. Department of Justice, US Attorney, etc.) and/or Antitrust knowledge/experience a plus but not a requirement.Minimum Qualifications/Work Experience: 10+ years of legal experience in nationally recognized large law firm or experience as an in-house counsel. General experience in healthcare law is strongly preferred.
Education/Licensure/Certification: Juris Doctorate degree. Excellent academic credentials.

Pay Scale Information

USD $169,936.00 - USD $305,760.00

Final determination of a successful candidate's starting pay will vary based on a number of factors, including, but not limited to education and experience within the job or the industry. The pay scale listed for this position is generally for candidates that meet the specified qualifications and requirements listed on this specific job description. Additional pay may be determined for those candidates that exceed these specified qualifications and requirements.
