The Environmental Services Division of the Metropolitan Council is accepting applications for two (2) full-time Assistant Managers of Plant Engineering.

How your work would contribute to our organization and the Twin Cities region:
These positions offer support and assistance to an Engineering Manager. They oversee both assigned and unassigned staff, concentrating on particular programs that provide support and management for (1) the system-wide wastewater planning program, (2) capital projects and project management tasks, and (3) engineering services related to treatment plant designs.What you would do in this job
Manages and coordinates department programs in support of policy initiatives. Coordinates staff activities and checks work for conformance to standards. Provides performance feedback. Manages and disseminates information from departments and other databases. Assists in developing Capital Improvements Program and Capital Budget. Prepares, facilitates, and gives presentations to the Metropolitan Council Environment Committee, the Environmental Services Management Team, workshops, and public meetings. Manages project delivery, project managers, and project goals, objectives, and outcomes to provide organizational consistency and direction. This includes managing treatment plant designs, projects, and programs. Develop and manage a quality control program for project designs, including design guidelines and facility Information. Performs related duties as assigned. What education and experience are required for this job (minimum qualifications)
Education and Experience Bachelor's degree or higher and six (6) years of professional level experience, of which at least three (3) are in a supervisory/management. Licenses, Certificates: Must have a Professional Engineer (PE) license in Minnesota or state with reciprocity. Must have a valid driver's license.
What additional skills and experience would be helpful in this job (desired qualifications): Practiced quality control procedures in project design, delivery, and implementation. Completion of at least two engineering [process or procedural] evaluations that contribute to the end user, the organization, and/or the engineering profession. Completed a technical peer review. Ten years or more experience as a project manager with MCES or engineering consulting for water or wastewater projects. Technical contribution to design guidelines or guide specifications.
What knowledge, skills, and abilities you should have: Knowledge of engineering project planning, design, and construction of sewer systems and wastewater treatment plants. Knowledge of budget development and administration principles, practices, and procedures. General understanding of regulations that govern pollution control, i.e., reduction of stormwater that gets into the sanitary sewer, discerning environmental impact, and review of the wastewater system. Knowledge of management practices, principles of supervision, performance management, and ability to perform coaching, counseling, mentoring, staff development, training, performance improvement, and discipline. Ability to lead and motivate individuals and teams to achieve program and project outcomes. Communicates clearly and effectively both orally and in writing to all levels of people inside and outside the organization, including possessing good grammar, voice, and diction. Skilled in writing and editing detailed reports. Ability to effectively present information and respond to ad hoc questions from individuals and groups of customers, clients, and/or employees. Skilled in dealing with conflict and responding to stressful situations in a calm, effective manner. Able to communicate with tact, courtesy, and professionalism. Ability to read, analyze, and interpret complex technical journals, financial reports, and legal documents. Able to display high levels of customer service, responding promptly and thoroughly to the inquiries and needs of individuals both internal and external to the organization; possesses diplomacy to handle and resolve complex issues. Strong negotiation skills. Strong interpersonal and relationship-building skills. Intermediate skills with MS Word, Excel, and Outlook. Basic knowledge of PowerPoint and Access. Ability to interpret and apply advanced mathematical and quantitative methods and procedures typically acquired through advanced professional training. Ability to identify problems, analyze issues, and implement resolutions. Ability to pay attention to detail and manage multiple responsibilities/priorities simultaneously. Work Environment: Work is regularly performed in a normal office environment but may occasionally be performed in the field. The position may occasionally be exposed to a variety of conditions, including wet, humid conditions, outdoor weather conditions, and extreme heat (non-weather). The position may occasionally work near moving parts or equipment in high, precarious places and be exposed to fumes, airborne particles, and vibrations. Local travel by car is occasional. The position is exposed to moderate noise.

A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor, and misdemeanor convictions on a case-by-case basis, based on whether they relate to the job and whether the candidate has demonstrated adequate rehabilitation.
