BackgroundThis position is in the Office of the City Administrator (OCA), Office of Budget and Performance (OBPM). OCA is responsible for the day-to-day management of the District government, setting operational goals, reviewing legislative, regulatory, and policy proposals, and implementing legislative actions and policy decisions approved by the City Administrator and Mayor. The goal of OCA is to support the Mayor's mission to deliver the best possible public services to the residents of the District of Columbia while transforming the nation's capital into the best-managed city in the United States.
OBPM leverages data, strategic planning, and innovation to ensure the efficient and effective use of resources and drive continuous improvements to the programs and services residents, businesses, and visitors receive. OBPM is responsible for formulating the District government's annual operating and capital budgets and administering the District government's annual performance planning process. OBPM consists of three functional teams: Budget, Performance, and The Lab @ DC. The Budget Team advises the Mayor and City Administrator on financial and budgetary operations of District government as well as develops the annual budget and financial plan.
OBPM prepares and administers the $9.1 billion local funds and $17.5 billion total funds budget that advances District priorities including funding public education, providing safe communities, ending chronic homelessness, advancing infrastructure priorities, and delivering services for residents. OBPM also prepares the Mayor's $9.0 billion Capital Improvements Plan (CIP); works to increase transparency in the budget process, including new opportunities for public involvement before the budget is proposed; and collaborates with the Office of the City Administrator staff, Deputy Mayor staff, Office of the Chief Financial Officer staff, and agency directors and staff to ensure that District resources are used as efficiently as possible, and that programs deliver results for residents.
This position serves as the Associate Director for the Capital Improvements Plan and leads the capital improvement planning process. The incumbent is responsible for working with the Director and Deputy Budget Director to lead the annual capital investments program. The incumbent supports the development and administration of the District's Capital Improvements Program (CIP), spearheading the development of annual budget guidance for capital programs.
Position ControlsThe incumbent works under the supervision of the Deputy Budget Director, who provides broad administrative and policy direction through discussion of financial and program goals which affect the budgets. The incumbent independently plans, implements, coordinates, designs, and carries out assignments, projects, studies, or other work. Results of the work are considered technically authoritative and are normally accepted without significant change. When work must be reviewed, the review concerns such matters as fulfillment of objectives, and effect of advice. Recommendations for new projects and alteration of objectives usually are evaluated for such considerations as availability of funds and other resources, and agency goals.
Guidelines consist of Federal and District laws and regulations; the District Code: Financial Management Issues; Mayor's Orders; District policies and procedures; court decisions and rulings; and OCFO guidelines. The incumbent must use sound judgment and ingenuity in interpreting the intent of the guidelines that exist and in developing applications to specific areas of work. Frequently, the incumbent is recognized as a technical authority in the development and interpretation of guidelines.
Major DutiesOversee and facilitate the strategic direction and management of the Capital Improvements Plan; and provides guidance to agencies in the development and execution of the CIP. Provides technical budget assistance to the Budget Director and City Administrator on the CIP.Partners with the Deputy Budget Director to assign and prioritize work for the subordinate budget staff as it relates to their role in the CIP. Provides for the selection, training, professional development, and work evaluation of the budget staff; and makes recommendations on hiring, termination, promotion, and discipline, as required.Leads projects and programs, and makes draft recommendations to improve the District's outcomes. Supervises, plans, organizes, administers, directs, and controls the work of professional, technical, support and operational staff, where assigned to the project.Advises and works with the budget staff to review and resolve execution challenges and re-programming requests within the capital budget, recommending action to the Director and Deputy Budget Director where appropriate.Oversees the quarterly capital reporting process for current projects and prepares analyses for review by the Budget Director and the City Administrator.Serves as the key contact for the capital budget in a close partnership with the Office of the Chief Financial Officer during the annual budget formulation.Conducts and reviews financial analyses and recommends fiscally sustainable policy solutions. Develops, recommends, and implements budgetary policies affecting the financing and accomplishment of the capital programs.Studies and reviews quantitative and qualitative information relevant to the Capital program for purposes of summarizing and analyzing the subject matter for the Director and Deputy Budget Director; and prepares comments and recommendations for approval of high-ranking officials.May be required to serve in the absence of the Deputy Budget Director.Perform other related duties as assigned.Other Significant FactsMastery knowledge of and experience in the planning of and/or execution of capital investments; and mastery knowledge and experience in developing capital planning documents.Mastery knowledge of government budgeting, and all associated policies, directives, procedures, and regulations, to develop and provide advice and interpretations of legislation, policies, and precedents. RESIDENCY REQUIREMENTThere is a legal requirement that each new appointee to the Excepted or Executive Service either:
be a District of Columbia resident at the time of appointment; orbecome a District resident within one hundred eighty (180) days of appointment.The law also requires that Excepted Service employees remain District residents during the duration of the individual's appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
