Associate Director of Purchasing Location: Pecan FLSA: Exempt Min Salary: $83,053.00 Salary Range*: Temporary End Date (if applicable): Close Date: 10/7/2024 General Statement of Job: The Associate Director of Purchasing is responsible for planning, directing, and coordinating the activities of buyers, purchasing staff, and college employees involved in procurement of goods and services. Specific Duties and Responsibilities: Develops specifications and assists Purchasing department staff in specifications development. Confers with vendors to obtain product and/or service information, price, availability, and delivery schedule(s). Researches and estimates values according to knowledge of market price. Coordinates proposal evaluation committee meetings with college staff to ensure timely evaluation of proposals. Coordinates and determines method of procurement such as direct purchase, competitive bid, requests for qualifications, or purchase through a cooperative purchasing agreement. Prepares solicitation documents for conducting various types of competitive procurement. Prepares and maintains procurement records for level III procurement actions. Resolves problems with vendors concerning defective or unacceptable goods or services in cooperation with Central Receiving personnel, and end users. Reviews and assists the Purchasing staff with requisitions, as needed. Assists Director in approving Purchasing department invoices for payment, as needed. Assists with expediting the delivery of goods to end-users, as needed. Prepares and provides purchasing policies and procedures training for all faculty and staff. Assists the Director of Purchasing on special projects and prepares reports as requested. Provides input on revisions and/or updates of existing policies and formulation of new policies as may be required by changes in laws, regulations, or policy. Meets with vendor representatives to explain the College's procurement requirements and procedures. Conducts research to identify new sources for competitive procurement of equipment and services. Confers with end-user's department staff to develop scope of work and/or specifications on purchases that require competitive procurement. Attends the monthly committee or board meetings, as needed. Assists with the development of the purchasing items for the committee or board agendas, as needed. Assists the Accounts Payable department in resolving payment issues with vendors, as needed. Coordinates execution of contracts between vendors and College resulting from Purchasing department actions. Assists and coordinates release of information from the Purchasing department based on requests made through the Texas Public Information Act. Arranges and conducts meetings with vendors to resolve problems on service contracts. Attends procurement conferences to keep up-to-date on best practices and changes in laws and regulations affecting department activities. Supervises and provides guidance to department staff to ensure compliance with laws, policies, and procedures. Develops, implements, and evaluates the department's policies, procedures, programs, functions, and activities to remain current. Oversees the departmental Institutional Effectiveness (IE) plan. Knowledgeable of the College's policies and procedures and applicable federal, state, and local laws and regulations. Must have access to a remote working site that is safe and free from interruptions, and to equipment and a reliable Internet connection sufficient to perform job duties remotely as required. Travels throughout the college district, as needed. Recommends for hire, supervises, trains, mentors, assigns schedules, and evaluates the department staff. Performs other duties as assigned. Required Education and Experience: Bachelor's Degree required; Bachelor's in Business, Public Administration, Finance, Accounting or related field preferred. At least seven (7) years of related work experience required. Experience in public entity, school district, or nonprofit agency purchasing department, preferred. Checks, Certificates, Licenses, and Registrations: Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy. In addition, subject to a federal background check. Must have or qualify for a valid Texas driver's license and proof of liability insurance. State Purchasing certification, preferred. National Institute of Governmental Purchasing (NIGP) certification, preferred.
