The Air Force Civilian Service (AFCS) is looking for an Attorney Advisor (GS-0905-15) to work in support of the Environmental Law Field Support Center (AFLOA/JACE-FSC), Joint Base San Antonio - Lackland, TX.

The primary purpose of this position is to serve as the Senior Environmental Attorney for the USAF JAG Corps in the area of Air law. The incumbent would be tasked with delivering professional, candid and independent legal advice and litigation support to clients throughout the Department of the Air Force.

GS-15 salary with locality included (for the Joint Base San Antonio area) $145,791 - $189,525

• U.S. Citizenship
• Must have a law degree (JD) from an accredited law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia or other Federal Bar, as appropriate. A Master of Laws (LL.M.) in environmental law is highly desirable.
• Must have in-depth experience as a practicing environmental law attorney and possess at least ten (" I0") years of relevant experience. Must be thoroughly competent in federal civil procedure, environmental, natural and cultural, and real property law and knowledgeable in administrative and general law. Three years credit will be provided for an LL.M. in a related field.
• Employee must be able to obtain and maintain a SECRET clearance.
• Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• Employee may be required to work overtime. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

DUTIES AND RESPONSIBILITES
• Incumbent is responsible for the highly specialized, professional support of the Air Force's legally and technically complex, multi-billion dollar, high mission impact Air program which is governed by Federal, State, and local environmental statutes, regulations, and policies.
• Maintains currency in a wide range of laws, regulations, policy, and guidance impacting environmental compliance across all media and understands the potential impact of those authorities on Air Force operations. These laws include, at a minimum, the National Environmental Policy Act (NEPA), the Clean Air Act (CAA); Occupational Safety and Health Act (OSHA), Toxic Substances Control Act (TSCA), and the Base Realignment and Closure Act (BRAC).
• Serves as the organization's primary participant in the drafting of air regulations and legislative reports with the potential to affect Air Force procedures, operations, and regulations, or to affect the activities of Air Force personnel in the United States, foreign countries, and in international airways and seaways.
• Recognized as the principal subject matter expert in Air law for the Air Force and has significant experience in additional practice areas such as: compliance with environmental air laws and regulations, management of the Air Force Air Program; environmental planning as it pertains to air law, occupational safety and health; fiscal law, and administrative law.
• Provides assistance to Air Force and Department of Justice litigators on air law matters in dispute in administrative, regulatory, or federal court proceedings.
• Furnishes primary environmental expert legal advice based on the interpretation or application of federal, state, or local law and regulations to Air Force and Department of Justice litigators at various locations throughout the world.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
• Must have the skill and ability to conduct complex legal research and a familiarity with the research resources most commonly involved in environmental, occupational safety and health, natural and cultural resources, and real property laws. This includes various statutes, Department of Defense and Air Force policy and guidance, the United States Code, court opinions, the Code of Federal Regulations, etc. Familiarity with electronic research resources such as Westlaw, Lexis, etc. is required.
• Must possess superior negotiation skills and be capable of high order, rational and logical thinking in order to formulate, coordinate, and present the Air Force legal position before regulators, elected officials, the public, and senior officials for the Air Force and other relevant agencies.
• Experience working within a large and complex legal organization is highly desirable but not required. Similarly, experience working at high levels with the Department of Defense or Department of the Air Force is desired but not required.
