Bilingual Program Coordinator (Spanish/English)

The Bilingual Program Coordinator works with the NCTSTA team to plan, organize, coordinate, implement, and evaluate PROCEED's national program HIV prevention capacity building assistance programs. The HIV Prevention Program Coordinator will also work to build the public health workforce capacity across the United States and its territories. This will be done through active partnership and consultation with health and human service organizations, LGBTQ+ communities, and departments of health. In addition, this individual will support the development of culturally and linguistically appropriate public health messaging using a health equity lens. PRIMARY DUTIES/RESPONSIBILITIES: 1. Coordinate and implement a range of education, community mobilization, training, and technical assistance activities to support and build the capacity of community-based organizations/healthcare organizations providing public health services across the U.S. • Provide implementation support for PROCEED's Capacity Building Assistance Provider Network (CPN) and Coordination Center. • Engage and collaborate with all CPN members to inform the collective marketing and branding of the CBA services, training, and technical assistance. • Work with funder-appointed staff to organize, coordinate and facilitate grantee meetings. • Continuously assess and monitor community health needs and emerging trends across the U.S. • Coordinate education, training, and technical activities with partners, and consultants; monitor intervention activities and contract compliance; evaluate performance and amend work plans and contract documents, as necessary. • Provide ongoing supervision and support to program partners and consultants to ensure adherence to a negotiated scope of work, including NCTSTA's communications, program implementation, and reporting guidelines. • Use multimedia and distance learning platforms to support training, web-based courses, and technical assistance. • Maintain documentation of work processes as per agency guidelines, including level of effort, communications, T/TA interventions delivered, administrative tasks, and outcomes related to a select portfolio of partners. • Provide regular and timely updates to senior staff on project deliverables. • Provide logistical support for web-based and in-person training. 2. Manage and maintain a high-functioning National Program Advisory Committee (NPAC) comprised of partners, funders, and other key community stakeholders across the U.S. • Recruit and engage a diverse national membership for the NPAC comprised of program partners and key individual and organizational stakeholders' representative of the program's target audience. • Process terms of reference, membership guidelines, responsibilities, and scope of work for NPAC members. • Conduct monthly NPAC meetings to discuss key challenges and quality improvement related to program deliverables; ensure documentation of group input. • Evaluate NPAC meetings and use data to improve group operations. 3. Support content development of culturally, linguistically, and situationally competent bilingual public health messaging for community health. • Work with the NCTSTA team to develop cultural, linguistic, and situational competent public health awareness and prevention messaging in various digital and print formats. • Coordinate and oversee development, pilot testing, and approval processes of materials as per agency guidelines. • Develop professional presentations on timely and relevant content for training and conferences. • Edit and proofread content as required. 4. Participate in building the visibility and capacity of PROCEED Inc., NCTSTA. • Aid in facilitating partnerships and collaborations with key stakeholders. • Represent PROCEED NCTSTA at regional and national meetings and events, as requested. • Conduct targeted marketing strategies to reach service consumers. • Maintain ongoing professional development and current knowledge of trends in program and organizational development, and health services delivery in one or more fields. 5. Adhere to the program philosophy, approaches, policies, and practices of PROCEED NCTSTA. • Comply with PROCEED NCTSTA's protocol and guiding principles for T/TA delivery. • Comply with PROCEED's employee policies and procedures. • Prepare reports for supervisor and funder, as per established procedure and schedule. • Other duties as assigned by the NCTSTA Director and/or Executive Director. ADDITIONAL REQUIREMENTS: • Out-of-state travel within the United States (estimated 30% of the time or 3-4 trips annually). • Valid U.S. driver's license. QUALIFICATIONS: • Master's degree in Public Health, Education, Public Health Administration, Social Work, or other health-related field plus 1-year experience or a bachelor's degree in any of the above- mentioned fields with at least 5 years of work experience. • Minimum of 1 year experience conducting professional training for adult learners. • Excellent verbal and written English language skills. • Must have a working knowledge of Microsoft Office 365 and relevant technology tools. • Proficient or highly motivated to learn various IT software and digital applications. PREFERRED SKILLS: • Bilingual fluency in English and Spanish is strongly preferred. • Knowledge and/or experience providing HIV/AIDS education and information. • Working knowledge of medical terminology related to HIV. • Knowledge and exposure to LGBTQ+ communities.
