The Illinois Office of the Comptroller is seeking applicants for the position of Budget & Fiscal Operations Manager (SPSA).  The Comptroller is the chief fiscal control officer for the Illinois government, charged by the constitution with maintaining the state's central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a "fiscal watchdog" to ensure that all state payments meet the requirements of the law. The Comptroller's office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller's website and has led the process of updating the state's payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state's financial information available to all.
Under general direction of the Director, the Budget & Fiscal Operations Manager plans, develops, coordinates and evaluates policies, procedures and/or practices impacting the overall budget & fiscal operations. The incumbent performs professional duties in support of the Department and represents the Office of Comptroller Chief Fiscal Officer in their absence.
Job Responsibilities Assists the Director with management of overall fiscal operations. Develops and implements fiscal policies for the Office of Comptroller. Analyzes operations to identify areas of need. Reviews processes and suggests improvements to current methods. Assists the Director with establishing and monitoring operating procedures for fiscal functions. Determines the proper budget authority for payments and receipts. Approves fiscal transactions. Reviews databases necessary to monitor and reconcile all accounts payable reporting. Tracks expenditures such as purchase of equipment. Plans, directs, and coordinates the work of the staff within the Budget and Fiscal Department. Establishes goals and objectives for staff, assigns work, and counsels staff on matters of productivity and quality of work. Approves time off and adjusts staffing levels and assignments to achieve Budget and Fiscal Department objectives and ensure deadlines are met. Assists with developing and preparing budget information. Reviews, monitors, and approves receipts and expenditures reports for various funds to State Accounting Management System (SAMS). Prepares monthly budget reports which track expenditures at a summary level and provide expenditure projections. Prepares detailed budget reports and provides reports to Director as requested. Reviews and approves required reporting for submission to the Financial Reporting Department and inclusion in the Agency's GAAP Reporting and the annual Fee Imposition Reporting. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in accounting, business or public administration Requires four (4) years of progressively responsible administrative accounting experience in a public or business organization Requires three (3) years of experience utilizing an accounting system in performance of professional responsibilities. Preferred Qualifications Prefers three (3) years of supervisory experience Prefers experience in government accounting Benefits This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.?
