This is responsible work eliciting, analyzing, identifying and validating the business needs of departmental operations, procedures, policies, work methods and organizational structures related to business processes.
An incumbent in this classification conducts productivity analyses, operational analyses and other specialized field studies to determine the most effective and economical methods needed for performance of essential functions.
Work involves responsibility for proactively generating and compiling reports based on findings of studies and reviews.
An employee in this classification develops recommendations to improve processes of existing operations or rather defines new processes.
Integrates communication, analytical, and problem-solving skills to help maximize the benefit of Information Technology system investments and to assist in implementing new computer systems.
Reports to a higher level administrator.
Essential Functions
Identifies strengths and weaknesses of department's information technology and business processes, and suggests strategies to improve.
Develops and documents functional specifications and decisions regarding projects requiring business process analysis.
Leads trials to implement or test newly developed and existing processes or applications.
Ensures issues are identified, tracked, reported on and resolved in a timely manner.
Works with department personnel to identify and record required changes.
Researches and benchmarks the effectiveness and efficiency of existing processes and formulates strategies to achieve quality and maintain efficiency.
Designs prototype for the purpose of enhancing business processes, operations, and information process flow.
Formulates and implements quality assurance policies, procedures and methodologies and provides ongoing support to users.
Participates in the design, development, implementation, and support of information systems.
Works with the Information Technology Department and Technology vendors in: gathering requirements, conducting status meetings, creating / maintaining project issues & tasks, reviewing designs, developing test plans/scripts, testing, and implementation.
Prepares flow charts, graphs, comprehensive reports and presentations for management, as requested.
Conducts studies of departmental operations and management systems through analysis of organizational structure, information flow, records management, work methods, job descriptions, staffing patterns and functions.
Devises and designs business process requirements for all IT-related business, financial, and operations systems critical to core organizational functions.
This includes researching and analyzing data in support of business functions, process knowledge, and systems requirements.
Takes input from key stakeholders and appropriately and accurately applies comments/feedback.
Assists in the facilitating communication between operating departments, IT Department, the project lead and vendors.
Creates change management plans
Gathers issues, reviews processes, and analyzes data in order to determine the cause and effect of system issues.
Coordinates cross-divisional system and/or process issues and brings them to a successful completion and resolution.
Coordinates the department's software training, and may assist in training departmental users in regards to system changes and enhancements.
Serves as a liaison between everyday users and the IT Department.
Ensures that adequate business controls are in place and to provide day-to-day support and guidance to users.
Researches and benchmarks operations of other municipalities and private organizations, and
provides guidance to business clients regarding process and best practices.
Translates technical information into non-technical terms to achieve quality and maintain efficiency.
Identifies functional solutions necessary to address business objectives, needs and rules; designs and documentations system specifications including user interfaces, security and control, performance requirements and data conversion.
Uses information and expertise to recommend innovative integrated business solutions in accordance with citywide goals and objectives.
Performs other related duties as required.
Minimum Requirements
Bachelor's degree in Industrial Engineering, Management Information Systems, Computer Science, Public Administration, Business Administration, or related field and four (4) years of experience which must have included the review of business processes.
Experience must demonstrate track record of working closely through the prototype and implementation phases of computerized information systems.
OR
Equivalent combination of education and experience beyond a high school diploma or its equivalent and one (1) year of the required experience.
SPECIAL REQUIREMENTS:
Experience or certifications in specialized areas may be required depending on departmental needs.
