Under general direction, as part of team, provides program technical assistance to information technology professionals in developing scope and requirements outlined in system requirements document and/or reviews design documents created by information technology professionals and/or conducts system tests to ensure expected output and/or assists in data conversion if current system exists and/or assists in implementation of new/enhanced system with affected entities and/or provides help desk customer service for assigned process automation project and in addition, keeps abreast of changes in program policies pertinent to assigned process automation project(s). Remains current in program policy changes; provides program technical assistance to other IT Services personnel, state agency partners, and contractors by developing scope and requirements outlined in system requirements document; reviews design documents; plans, develops, and recommends performance criteria and test case scenarios (e.g., creates realistic scripts and business use cases); conducts systems tests to ensure expected outcomes and to test user scenarios; assists with data conversion from current child serving automated systems; assists in implementation of new system; interprets federal and state statutes to ensure compliance in automated system design; develops procedure and user manuals; monitors adherence to federal and state requirements; provides technical assistance to County Departments of Job and Family Services (CDJFS), state agency staff, and child serving programs to ensure compliance with use of systems; responds to inquiries regarding user related issues relative to the development, implementation, and/or maintenance of automated systems; prepares and submits system defect reports; provides help desk customer service to system users; responds to inquiries regarding system user issues; updates reference tables and security profiles. Provides program technical assistance to data systems professionals and technicians engaged in establishing, enhancing, and maintaining other automated systems; remains current in program policies; participates in and/or supplies technical solutions to meet federal and state requirements related to child care program rules and policies; identifies source of problems and prepares corrective action steps; develops and conducts training workshops and seminars on new and modified procedures. Performs other related duties as assigned (e.g., attends and participates in staff meetings, conferences, and trainings; compiles periodic activity and project status reports or ad-hoc narrative and statistical reports; participates on project team assignments; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
