Part I: Position Summary: Under the supervision of the Superintendent, the Business and Operations Director is responsible for the overall operation of the business and human resources operations and functions to ensure uniform application and compliance with all state, federal, and local laws and regulations. Duties include the development and management of the District budget and the year-end financial process; issuance and monitoring of staff contracts in compliance with the requirements of the bargaining agreements and District policy; maintenance of personnel information and files in compliance with state regulations; oversight of risk management, payroll, purchasing/accounts payable and local receipts process; completion of state and federal reports assuring compliance with district, state and federal regulations and laws; and the posting and hiring process of open positions.
Part II: Supervision and Controls over the Work: The employee works with a high level of independence and professional discretion under the general supervision of the superintendent. The employee's work is governed, controlled, and evaluated by acceptable professional practice, school and district policies and regulations, provisions of the Washington Administrative Code, and Revised Code of Washington and direction of the supervisor. The Business and Operations Director supervises the District office business, human resource personnel, Facilities/Transportation Director and Food Services Director.
Part III: Major Duties and Responsibilities: Business and Finance Estimates District revenues and expenditures, prepares and monitors the District annual budget (F-195), and completes the annual year-end financial statements report (F-196). Reviews, monitors, and oversees the following: accounting procedures for all funds, including internal auditing and budget control systems to determine the effectiveness of controls, operations, and compliance with policies and procedures; data processing and management information system (Skyward); personnel reporting (S-275) system; purchasing and accounts payable system in accordance with state laws and Board policy; inventory system for supplies, property, and furniture; the investment management process; and annual state auditor reviews.
Prepares monthly and annual financial reports and documents for the Board of Director's review and approval. Direct and maintain risk management program and property and liability insurance program. Management of the surplus and fixed asset process. Prepare, issue, and administer all financial/personnel contracts and personal services contracts. Suggest, maintain, and administer Board policies for fiscal affairs and other policies as directed. Advise the superintendent on business and financial issues and make recommendations to improve financial operations and the position of the district. Work cooperatively to support administrators and building office staff in fiscal management. Work with citizens, staff, administrators, and the Board of Directors to interpret and discuss the District's fiscal program. Administer the District's certificated and classified personnel records system. Develop and administer District personnel policies, practices, and procedures. Participate in the collective bargaining process, including cost analysis. Supervise and administer department functions in compliance with local, state, and federal requirements. Maintain liaison with supervisors and employees to discuss fiscal and personnel matters, communicate district policies, ensure effective flow of pertinent information, and provide advice in problem-solving matters. Oversees the monthly/yearly student enrollment reporting and management system, and develops and projects enrollments and revenue projections for budget and cash-flow analysis.
Human Resources Oversees the responsibilities and functions of human resources management. Reviews, interprets, administers, and ensures that critical reports and functions are accomplished to meet external deadlines in compliance with federal and state employment/labor laws, and District policies and procedures related to HR, including but not limited to ADA, FMLA, EEO, and FLSA. Remain current on applicable laws and ensure proper documentation to support employee issues. Prepares monthly reports/documents for the Board of Directors and District staff. Negotiates, interprets, and administers collective bargaining agreements in collaboration with other district staff. Plans and organizes labor-management meetings; serves as a liaison to labor organizations in analyzing problems and developing alternative solutions; responds to employee grievances and participates in arbitrations as necessary. Plans and develops labor relation approaches and strategies consistent with district goals. Advises administrators and other employees in matters pertaining to employee/employer relations, personnel, and organizational issues and concerns. Determines appropriate approaches to employee performance management and correction. Draft discipline letters and performance improvement plans. Oversees and monitors all federal, state, and local district data input and reporting requirements related to District staffing and human resources matters in compliance with federal, state, and local employment, wage and salary laws and regulations, local collective bargaining agreements, and Board policy. Assists in the budget planning process. Collaborates with the District budget team in preparing the District's staffing allocations and budget decisions related to staff increases and/or reductions as necessary within areas of responsibility. Conducts job analyses, develops/revises and maintains job descriptions with essential job functions and performance criteria, and facilitates the posting of vacant positions. Assists in the hiring of District staff. Directs activities related to job openings, recruitment, developing interview questions, conducting interviews, documenting the selection process, transfers, and promotions. Oversees payroll and employee benefit operations. Maintains employee personnel files system and District staffing documents. Oversees performance evaluation processes including the development and implementation of the District's performance evaluation instruments, and providing assistance with the development and implementation of performance improvement plans and probation processes. Assist and train supervisors in conducting performance evaluations. Represents the District in various professional organizations; speaks effectively before individuals and groups; and serves on or chairs committees, as requested. Supervises, evaluates, leads, and develops business and human resource staff to maximize the execution of strategies in a timely and consistent manner. Develops and/or facilitates appropriate staff training compliant with local, state, and federal regulations and mandates. Performs other duties as directed by the superintendent.
Part IV: Minimum Qualifications: Education and Experience Four-year college degree required, with a major or emphasis in business administration, human resources, or appropriate related field; master's degree preferred; experience in professional-level business and/or human resources administration to include knowledge and experience in fiscal management, employee and labor relations, collective bargaining, job analyses and development, employee recruitment, selection, and compensation/benefits. Alternative combinations of education and experience will be evaluated by the superintendent/Board for comparability.
Qualifications Requirements – Knowledge, Skills and Abilities Demonstrated experience in either a public or private setting with fiscal and/or human resources administrative responsibilities.Experience in accounting, financial reporting, and/or auditing; developing and managing budgets, utilizing electronic data management including ability to operate "spreadsheet" software; staff evaluation skills; handling confidential information. Knowledge of school district accounting and finance is preferred.Demonstrated ability to consistently work positively with a wide variety of people both inside and outside of the organization; meet multiple demands in a pressure situation while maintaining high levels of quality work; meet the public in a positive manner; work with minimal supervision; communicate clearly, orally, and in writing; make quick, sound judgments while interpreting financial material.A strong commitment to the values and principles of public education.Demonstrated skills and ability to provide innovative and responsible leadership with strength in planning, organizing, and delegating.Proficient in conducting job analyses, developing job descriptions, overseeing position postings, and implementing effective recruiting strategies.Knowledge of, and experience in, collaborative bargaining strategies, and ability to interpret and administer collective bargaining agreements.Excellent interpersonal skills include: the ability to gain consensus among peers and subordinates, the ability to disarm potentially volatile personnel situations and create a team-building environment; ability to resolve employee conflicts and offers advice and solutions creating a win/win situation for the employee and the District.Part VI: Physical and Environmental Requirements of the Position: The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Demands: The employee will work under deadlines and/or stressful situations; and will experience frequent interruptions.Lifting of at least 50 pounds may be required. SALARY AND CONTRACT Salary range $105,000-$125,000 dependent upon education & experience. The annual salary range for a 260-day contract will be commensurate with similar-sized school districts. Employer-paid health benefits, vacation leave, sick leave, and retirement benefits are included.
